Surveillance Officer (HPC/ALH 2) [Not Vacant]

JOB PURPOSE

Collaborate with the Medical Epidemiologist and Specialist Surveillance Officer, collate, tabulate, analyse and interpret surveillance related data and information received from the parishes/regions.

               

KEY OUTPUT

  • Collation and analysis of surveillance data submitted by the field.
  • Preparation of written reports on assigned diseases/health events.
  • Participation in outbreak investigations.
  • Validation of surveillance data submitted by the field.
  • Oversight of packaging and shipment of samples to CARPHA and other laboratories as needed.
  • Supervision of the dissemination of laboratory results.
  • Participation in the training and re-training of staff involved in surveillance
  • Preparation of relevant sections of the National Epidemiology Bulletin.

 

Key responsibility areas

  • Ensure the timeliness and completeness of case investigation reports received from the field.
  • Collate, analyze and interpret surveillance data on maternal deaths, vaccine preventable diseases and rheumatic fever/rheumatic heart disease.
  • Prepare written and oral presentations and reports on information synthesized from surveillance data.
  • Participate in the investigation of disease outbreaks and significant public health events
  • Participate in control measures for limiting the spread of vaccine preventable infections including, if required, administering vaccines to members of the public and healthcare workers.
  • Collaborate with colleagues in the community, primary, secondary, and tertiary care facilities in the monitoring and investigation of diseases of national and international significance.
  • Assist in the preparation of protocols, procedures manuals and other documents related to epidemiological surveillance.
  • Participate in disaster management as required.
  • Assist in the preparation of special reports for national, regional and international agencies.
  • Plan and conduct training and orientation of field staff and students in the principles and practice of disease surveillance.
  • Monitor the timeliness of biomedical sample/specimen shipment to national and    reference laboratories for testing as per indicators.
  • Assist with laboratory surveillance.
  • Attend and participate in weekly and monthly surveillance meetings.
  • Participate in special surveys and other research activities as required.
  • Participate in local, regional and international, conferences and seminars
  • Perform any other related duties as assigned by the Medical Epidemiologist or Medical Officer (Health), Surveillance.
  • Performs other related duties as assigned by the Chief Nursing Officer

 

REQUIRED COMPETENCIES

1 Knowledge of epidemiological surveillance principles and methods.
2 Ability to communicate effectively with colleagues in the field and the Ministry of Health by oral and written means.
3 Knowledge of national health policies pertaining to Public Health.
4 Excellent  knowledge of spreadsheets, word processing and electronic presentation applications
5 Ability to collect, collate, analyze, and interpret surveillance data.
6 Ability to prepare and conduct presentations tailored to various audiences.

1 Ability to communicate effectively orally and in writing.
2 Ability to establish and maintain effective working relationships with clinical and public health personnel at the regional, parish and facility levels.
3 Ability to deal appropriately with sensitive medical and non-medical data and maintain confidentiality of same.

 

 Minimum Required Education and Experience 

  • Registered Nurse or Public Health Inspector
  • Master of Public Health degree or Master of Science degree in Epidemiology
  • Certificate in Midwifery an asset
  • Minimum of five (5) years of continuous work experience in clinical or public health field.
