Senior Quality Management Officer (Standards Development) (GMG/SEG 4) (Band 10) (Vacant) – One (1) Position

(Salary: $6,333,301.00 per annum)

JOB PURPOSE

Under the leadership and direction of the Senior Director –Health Infrastructure Standards & Quality Management, the Senior Quality Management Officer –Standards Development is responsible for managing the strategic and authoritative development and maintenance of systematic and evidence-based health infrastructure standards and guidelines that aligns with acceptable global standards, to ensure a robust and efficient healthcare system that achieves strategic infrastructure, economic and growth objectives.

KEY RESPONSIBILITY AREAS

Technical/Professional Responsibilities

  • Manages research and analyses studies regarding the development of health infrastructure standards and guidelines to encourage consistency and alignment with industry best practices;
  • Manages and provides expert advice and reports on health infrastructure standards and guidelines to internal and external stakeholders;
  • Prepares health infrastructure policy documents, guidelines, pamphlets and brochures relating to environmental health matters;
  • Contributes new ideas and innovative ways of working to assist with the development and maintenance of systems, policies and processes impacting health infrastructure planning and management;
  • Manages the development and implementation of compliance and regulatory standards relating to health infrastructure developmentand maintenance ensuring that service delivery complies with all relevant legislation and global standards;
  • Builds and maintains strong relationships with industry professionals and stakeholders to drive innovation across the industry and develop collaborative partnerships;
  • Manages and reviews investigations of breaches to standards and ensure consistent, confidential, transparent and procedurally fair processes are observed;
  • Develops and delivers on-going relevant information and learning programmes in respect of the implementation and management of health infrastructure standards and guidelines;
  • Develops, reviews and implements frameworks that ensures the MoHW’s statutory responsibilities to health infrastructure development are carried out and risk mitigation is managed and maintained;
  • Manages the formulation, implementation and revision of systems to collect, maintain, analyze and make available data, metrics and statistics on the health infrastructure standards initiatives to support planning and performance measurement;
  • Formulates high level briefings, technical responses, reports and presentations regarding health infrastructure standards initiatives;
  • Manages and/or participates in related projects and committees as relevant;
  • Influences MoHW policies and reforms to drive mindsets focused on excellence in execution of health infrastructure standards initiatives, and strategies though continuous improvement and transformation;
  • Contributes to the development of internal control mechanisms to guide the management of business processes under the purview of the Health Infrastructure Planning & Quality Management Division;
  • Remains competent and current through self-directed professional reading around standard development and developing professional contacts with colleagues

Management/Administrative Responsibilities

  • Develops Individual Work Plans based on alignment to the overall plan for the section;
  • Establishes and maintains various Standards Development Committees/Technical Working Groups that provides insight and makes recommendations for the implementation of improved procedures and systems;
  • Represents the MoHW at sittings of the Public Administration and Appropriations Committee (PAAC)/Public Accounts Committee (PAC), meetings, conferences and other for a as needed;
  • Prepares and delivers presentations related to Standards Development matters as needed;
  • Participates in meetings, seminars, workshops and conferences as required;
  • Prepares reports and programme documents as required;
  • Maintains customer service principles, standards and measurements.

Human Resources Responsibilities

  • Contributes to and maintains a system that fosters a culture of teamwork, employee empowerment and commitment to the Division’s and organization’s goals;
  • Assists with the preparation and conducts presentations on role of Division/Unit for the Orientation and Onboarding programme.

Other Responsibilities

  • Performs all other related duties and functions as may be required from time to time.

PERFORMANCE STANDARDS

  • Health Infrastructure Standards & Guidelines researched implemented and managed through the application of evidence-based method, agreed guidelines and timeframes;
  • Records and statistics on a wide range matter impacting the development and maintenance of health infrastructure standards prepared and maintained according to established principles, guidelines and timeframes;
  • Technical advice and recommendations provided are sound and supported by qualitative/quantitative data;
  • Cabinet Submissions, policy/programmes recommendations and briefs or position papers on technical matters are appropriately prepared and submitted within the required timeframes;
  • Reports are comprehensive, accurate and submitted within the required timeframes;
  • Stakeholder Relationships established and maintained in a harmonious and productive manner;
  • Annual/Quarterly/Monthly performance reports are prepared in accordance with agreed format, are accurate and submitted on time;
  • Individual Work Plans developed in conformity to established standards and within agreed timeframes;
  • Confidentiality, integrity and professionalism displayed in the delivery of duties and interaction with staff

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Engineering, Environmental Management, Applied Sciences, Health Technology or equivalent discipline;
  • Three (3) years’ experience in Engineering, Environmental Sciences/Management in the development and maintenance of infrastructure systems or a related area.

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB

  • Work will be conducted in an office outfitted with standard office equipment and specialized software. The environment is fast paced with on-going interactions with critical stakeholders and meeting tight deadlines which will result in high degrees of pressure, on occasions. Will be required to travel locally and internationally to conduct site visits and study tours, as well as to attend conferences, seminars and meetings.
