Senior Human Resource Management Officer (GMG/SEG 1)(Band 7) (Vacant)

Salary range: $3,501,526 per annum

 

JOB PURPOSE

Under the general supervision of the Director, Human Resource Management (HRM), the incumbent is responsible for Human Resource functions in relation to staffing, recruitment and selection, appointment, promotions, transfers, internal orientation and separation within the Ministry of Health & Wellness.

 

KEY OUTPUT

  • Schedules and related submissions to the Human Resource Advisory Committee (HRAC) submitted and presented;
  • Unit activities coordinated and monitored;
  • Reference and Background checks conducted;
  • MyHR+ updated;
  • Advice and guidance provided to managers and staff;
  • Monthly Status Reports compiled and submitted.

 

Key responsibility areas

  • Participates in the development of the Unit work plan and the preparation of the annual budget;
  • Ensures that the recruitment/selection processes are implemented;
  • Compiles HRM-related data to be used by the Director in preparing reports;
  • Assists in the updating of the Human Resource Manual;
  • Prepares Monthly Status Reports.
  • Liaises with Divisional/Branch/Unit Heads to identify manpower needs;
  • Participate in the recruitment, selection, and appointment of staff in the Ministry; sits on selection panels;
  • Prepare job profiles for approval in respect of open positions for advertising after consultations/approval by the Post Operations Committee;
  • Prepares matters (appointment, temporary employment, promotion, separation of staff, etc.) for submission and presentation to the Human Resource Advisory Committee (HRAC);
  • Participates in weekly Heads of Unit meetings by providing updates on human resource issues, initiatives and activities;
  • Prepares and verifies acting, appointment and temporary employment letters and confidential forms that convey the decisions of the HRAC.
  • Updates the MyHR+ system accurately with approvals emanating from the HREC and HRC meetings. 
  • Liaises with the Finance and Accounts Division regarding the payment of salary and allowances
  • Organizes & conducts preliminary orientation/onboarding of new employees and holiday workers.  
  • Coordinates the completion of Interim and Final Probationary periods of employment in accordance with the Public Service Regulations;
  • Reviews and ensures PMAS/Probationary Reports are completed within the specified time and in compliance with established standards;
  • Interprets, assists and advises staff on Human Resource Management Policy and Regulations;
  • Provides information, guidance and assistance to staff on Conditions of Service, Staff Orders, Public Service Regulations and internal circulars;
  • Coordinates the issuance of letters for the temporary appointment/employment for all staff;
  • Conduct exit interviews and ensures that all separation matters are settled.
  • Ensures the maintenance of the personnel records to provide accurate and current data;
  • Evaluates staff attrition, vacancies and current recruitment strategies to identify and forecast staffing requirements;
  • Assists in the deployment of staff in order to achieve the smooth running of the various sections in the Ministry;
  • Collaborates with the Employee Relations section in the investigation of queries and discrepancies, e.g. those relating to salaries and appointments;
  • Keeps abreast of current and emerging Human Resource (HR) trends and best practices and utilizes them to improve the services provided by the unit continuously.
  • Issues prescribed forms (probationary reports) for completion and reminders to HODs/Branches/Units for completion for officers temporarily employed or acting in clear vacancies recommending suitability for appointment, promotion, confirmation or continued temporary employment.

 

Minimum Required Education and Experience 

  • First Degree in Human Resource Management/Management Studies/Public Administration or any other relevant discipline;
  • At least four (4) years related work experience, including two (2) years at the supervisory level;
