Salary Scale: $6,820,273 – $9,172,509 p.a

JOB PURPOSE
Under the direction and leadership of the Permanent Secretary, the Senior Director, Programme Development is responsible for providing technical advice and support of key strategic policy actions to ensure the planning, prioritization, development, coordination, implementation and management of special initiatives and programmes. The incumbent is also responsible for managing the Public Investment Management System processes and leads the development and implementation of efficient and effective monitoring and evaluation systems for special projects emanating from the Office of the Permanent Secretary (OPS) to ensure that strategies implemented by Heads of Division and Key Performance Indicators (KPIs) are aligned with the strategic objectives of the Divisions and the Ministry.

KEY RESPONSIBILITY AREAS INCLUDES:

  • Directs the alignment of the Office of the Permanent Secretary (OPS) strategic/operational plans and budget with the Ministry’s strategic objectives and priority projects and programmes;
  • Maintains mechanisms to effectively coordinate the alignment of plans, programmes and projects of the OPS in order to ensure a cohesive and complimentary execution of policy and programme initiatives;
  • Participates in the development of the strategic direction of the Ministry;
  • Develops Individual Work Plan based on strategic alignment with the OPS and MOWH’s Operational Plan;
  • Establishes and maintains various Special Steering Committees that makes recommendations for the development, implementation and monitoring and evaluation of special projects and programmes emanating from the OPS and divisions within the Ministry;
  • Represents the MOHW at meetings, workshops, conferences and other fora as needed;
  • Facilitates the design and implementation of mechanisms to foster strategic partnerships with critical public sector bodies and other key international and local stakeholders.
  • Ensures the prioritization, implementation and management of special projects and programmes within the OPS are achieved in alignment with the Operational Plan of the Branch;
  • Manages the project cycle through the development and implementation of special projects and initiatives in the Office of the Permanent Secretary (OPS). (The officer is responsible for ensuring that the strategic actions in the operational plan assigned to the OPS are projectized in accordance with the standard project management framework).
  • Develops and manages the project monitoring and evaluation framework for each initiative ensuring that the different aspects of the framework are assessed in accordance with their means of verification and other monitoring actions
  • Develops and manages the operational plan and budget of the OPS ensuring that key performance targets are developed, managed and reports developed and submitted to PPD.
  • Manages the relationships with all oversight agencies (Auditor General’s Department, Integrity Commission, Office of the Services Commission, Ministry of Finance and the Public Service, etc.) ensuring that all reports and legal obligations are maintained in accordance with the related legal and regulatory requirements.
  • Liaises with the PS to provide strategic guidance in relation to the development and implementation of key strategic actions of the Ministry ensuring full incorporation of these actions in the work programme of the Divisions.
  • Manages the engagement of multilateral and bilateral agencies in the development and implementation of key strategic partnerships through the utilization of varied engagement strategies.
  • Represent the Ministry of Health and Wellness in international forums related to key strategic partnerships and programs.
  • Leads negotiations with key local and international partners relating to strategic initiatives and programmes being led by the OPS.
  • Provides leadership and guidance to the technical team in the OPS through effective planning, delegation, communication, training, mentoring and coaching in relation to the daily operations of the Unit;
  • Conducts periodic performance reviews of the team ensuring that key performance indicators are being met.
  • Coordinates the development of individual work plans and recommends performance targets for the staff assigned;
  • Performs all other related duties and functions as may be specific to a given portfolio or required from time to time.

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Master’s Degree in Management Studies, Public/Business Administration, Financial Management, or related social sciences.
  • Advanced training in Leadership and Change Management.
  • Certification in Project Management
  • Ten (10) years progressive work experience in a senior leadership position supervising /managing multiple functions and associated staff.
  • Five (5) years’ experience managing projects.
