Project Coordinator – National Council On Drug Abuse

JOB PURPOSE

The Project Coordinator, National Council on Drug Abuse (NCDA) will be supervised by the Director of the Client Services and will work closely with the Project Implementation Team within the HIV/STI/TB Unit of the Ministry of Health and Wellness.  The Officer will manage and coordinate the staffing arrangements, deliverables and activities of the “Tek It To Dem” Project for the homeless population that will enhance their quality of lives and health outcomes.

 

RESPONSIBILITIES (TECHNICAL/ADMINISTRATIVE/PROFESSIONAL)

The Officer will be required to:

  • Manage the implementation of the workplan for the project
  • Coordinate the Identification, mapping and quantify persons with no fixed address sleeping on the streets in Kingston, St. Andrew, St. James and St. Ann
  • Conduct reach, test and referrals for Clients as needed
  • Conduct HIV, drug prevention, and treatment interventions with the population
  • Screen for HIV/AIDS and substance use among the population and make referrals as needed
  • Coordinate transportation of refer homeless clients to referral institutions e.g., shelters, clinics, and counselling centres
  • Oversee the procurement and delivery of food and care packages to Clients
  • Co-ordinate activities of services rendered to the homeless, including the police, churches, Poor Relief, shelters, clinics, Ministries, NGOs, FBOs, and private entities.
  • Conduct case management and social interventions with targeted Clients and maintain relevant documentation
  • Manage and maintain/update Client database
  • Participate in trainings and meetings as required
  • Prepare monthly/interim reports as scheduled for submission to relevant stakeholders and partners
  • Conduct planning, review and team building/capacity meetings for staff and stakeholders as required
  • Maintain and build partnership with stakeholders that will sustain the Project and improve service deliverables
  • Provide oversight for the Project financial, procurement, and inventory processes and records
  • Supervise the delivery of social interventions and counselling sessions
  • Oversee case conferences and case management of clients
  • Ensure that Project records and databases are maintained and up to date
  • Maintain the assigned vehicles, ensuring servicing is done as per the schedule, whilst ensuring that all vehicle documents are up to date
  • Complete any other duties assigned

  • Key deliverables are produced within agreed time frames to required standards
  • Confidentiality of information obtained on the job is preserved

 

REQUIRED COMPETENCIES

  • Highly organized;
  • Ability to draft well-written correspondences;
  • Analytical thinker with strong written and verbal communication skills;
  • Ability to work under tight deadlines.
  • Proficiency in the use of relevant computer applications.
  • Excellent people management skills
  • Excellent Information Analysis skills

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s Degree in Social Work or Psychology or related field
  • Training in Substance Abuse Treatment and Prevention
  • Training in HIV/AIDS
  • Minimum of five (5) years working in the field of behaviour change with at least two years at the supervisory level
  • Experience in multi-agency collaboration
  • Experience in project management and implementation
  • Must possess a General Driver’s License and have access to a reliable motor vehicle

 

REPORTING RELATIONSHIP

  • The Officer will report to the Director Client Services (NCDA) or his/her designate and will work closely with Project representatives from the Ministry of Health and Wellness and other partners.

 

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB

  • Maybe required to work beyond normal working hours in order to meet deadlines.
  • Will be required to travel island wide to execute job functions
  • Exposure to highly confidential and sensitive information
