Programme Officer (GMG/SEG 3) [2 Years Contract]

Salary Scale: Min $ 2,453,125.00 per annum –Max $2,915,995.00 per annum

 

JOB PURPOSE

Under the general direction of the Director, Health Promotion and Protection, the Programme Officer will provide strong technical/administrative support to facilitate the implementation, monitoring and management of programmes within the Units of the HPPB in full compliance the Branch’s Strategic and Operational Plans.

 

KEY OUTPUT

  • Provide technical and administrative support to the HPPB Director to facilitate the management and monitoring of programme activities within the respective Units.
  • Provide assistance/support to develop, conduct, monitor and coordinate activities related to the strategic planning process of the HPPB.
  • Annual, Semi-Annual and Monthly Status Reports for the HPPB prepared and submitted. 

 

Key responsibility areas INCLUDES:

  • Assist the Director with the coordination and execution of the activities of the HPPB strategic plan 2020-2025
  • Assist with the development of policies and programmes for activities in alignment with the strategic objectives of the Branch and its Units
  • Assess correspondences and highlight to the HPPB Director any problems and/or potential barriers which will affect programme implementation along with proposal(s) for corrective action as deemed appropriate
  • Establish mechanisms to ensure that all technical reports requested by the HPPB Director are received and reviewed on a timely basis
  • Assist the HPPB Director in reviewing and disseminating reports prepared by Unit Directors and other stakeholders
  • Assist with the tracking of deliverables/activities across the various Units in alignment with HPPB’s Operational and Strategic Plan
  • Assist the HPPB Director and other Unit Directors with the preparation and review of Terms of References and supporting documentation as well as evaluation for the hiring of external consultants
  • Assist the HPPB Director and Programme Development Officer (Medical) with the monitoring and evaluation of programmes
  • Provide logistical support in organizing and supporting planned training workshops as required by the HPPB office
  • Attend and provide technical/administrative support at monthly/quarterly/annual meetings as well as conferences and workshops as required.
  • Attend and provide administrative support at Technical as well as Management Meetings by serving as Recording Secretary, ensuring that these meetings are held at the designated intervals, action items and minutes are produced/circulated within an established timeframe and follow-up on actions/decision as required
  • Coordinate information exchange processes with Unit Heads, Funding Agencies and other External Stakeholders
  • Follow up on relevant issues within the Ministry of Health & Wellness and with other stakeholders as appropriate with respect to programme implementation.
  • Prepare monthly/quarterly/annual/ad hoc reports for the HPPB in collaboration with the Director, Unit Heads as well as Programme Development Officer (Medical)
  • Review and recommend to the HPPB Director for approval all programme procurement and expenditure for the respective Units
  • Perform any other duties assigned from time to time by the Director, Health Promotion and Protection Branch

 

Minimum Required Education and Experience 

  • Master’s Degree in Public Health (MPH), Public/Business Administration or related studies from a recognised tertiary institution or any equivalent combination of education and experience

  • A minimum of three (3) years working experience relevant to the experience outlined above within the public health system in Jamaica
