Enabling Environment & Human Rights Officer (GMG/SEG 3) (Band 9) (Vacant)

(Salary: $5,198,035.00 per annum)

JOB PURPOSE

Reporting to the Prevention Programme Manager, the incumbent is responsible to develop programmes in accordance with the strategic plans for HIV, Sexually Transmitted Infections, and Tuberculosis, that foster an enabling environment, focused on reduction of stigma and discrimination and the integration of a rights based approach to reduce structural barriers and access to services that affect the prevention and control of HIV, sexually transmitted infections, and tuberculosis.

 

KEY OUTPUTS

  • Individual work plan for implementation and monitoring of programmes and activities that foster an enabling environment developed.
  • Technical guidance provided for the development of enabling environment and rights-based work plans for Regional Health Authorities (RHA) and other partners.
  • Strategies for reducing stigma and discrimination at the service delivery level through public awareness and capacity building developed.
  • Detailed implementation plans for enabling environment and human rights (EEHR) strategies and timelines for deliverables against intended objectives, targets, and timelines developed.
  • Monitoring and progress reports completed

 

Key responsibility areas INCLUDES:

     A. Management / Administrative Responsibilities

  • Coordinate sub-unit activities and ensure that programmes are implemented in accordance with the stated objectives of the National Strategic Plans and the Ministry of Health and Wellness’ Strategic Business Plan.
  • Provide for the purpose of the review of the GOJ and the relevant funding agency, the following documents at the times indicated:
    1. an annual work plan for the implementation of the project activities;
    2. monthly reports to the Prevention Programme Manager
    3. an annual report on project issues highlighting the achievements and challenges being faced and recommendation for changes in project scope and activities.
  • Facilitate the preparation of the work plans for implementation partners.

 

    B. Technical Responsibilities

  • Identify areas for strengthening health service delivery as it relates to enabling environment and human rights response and provide advice on reducing stigma and discrimination related to HIV, STI and Tuberculosis.
  • Identify, design and deliver a range of awareness raising activities to build understanding of the rights based approach, empower target populations and improve respect for rights, respect and dignity in public health.
  • Liaise with communities of people living with HIV, people diagnosed with TB, key and vulnerable populations, women and children to address structural barriers that affect prevention, treatment and care outcomes.
  • Ensure mainstreaming of human rights in standard packages of service for prevention, treatment and care services.
  • Contribute to the advocacy efforts for monitoring and enforcement of related policies including but not limited to the National HIV Policy, National Workplace Policy on HIV, National Policy for the Management of HIV in schools, and the attainment of objectives in the strategic plans for HIV, STIs, and Tuberculosis.
  • Collaborate on public health policies with inter-ministerial, civil society and international development partners, academia, research and training institutions.
  • Ensure that programmes are implemented according to the strategic objectives of the NSP, guidance documents, protocols and standard operating procedures (SOPs).
  • Oversee the work of the RHAs to ensure that there is integration between the various programmes and the stated objectives of the strategic plans for HIV, STIs, and Tuberculosis.
  • Develop national capacity building strategies to build and sustain an enabling environment through policy formulation, protocols, programmatic development and coordination.

  • The incumbent may, from time to time, be assigned duties not specifically outlined within the job description but are within the capacity, qualifications and experience normally expected from a person occupying this position.

Minimum Required Education and Experience 

  • Master’s degree in Public health, Sociology, Demography, Behaviour Change Communication, Gender, International Relations, International Development, Management, or other related field and 3 years of professional experience working in the related field.

OR

  • Bachelor’s degree in Public health, Sociology, Demography, Behaviour Change Communication, Gender, International Relations, International Development, Management, or other related field and 5 years of professional experience working in the in the related field.
  • Experience in a public policy and/or human rights environment is an asset.
