JOB PURPOSE
The Programme Manager will contribute to the overall achievement of the objectives of the project, which includes:
- The effective implementation of the project and its various programmes.
- Preparation of Monthly Narrative Reports to the PCU
- Overseeing the coordination of the project budget, finances and financial reporting
KEY RESPONSIBILITY AREAS
The Programme Manager has the responsibility for:
- Lead and execute project/workplan activities ensuring deliverables are completed within defined timelines, scope, and budgeted resources
- Ensure control of projects/activities, dealing with conflicting priorities, issues, and challenges.
- Balance the demands of concurrent projects while maintaining a high level of professionalism and diplomacy
- Ensure the timely allocation and availability of the necessary/required resources
- Provide administrative support and coordination for the project activities including preparation of monthly technical reports to donor entities and/or other stakeholders
- Maintain and/or develop filing systems through the creation and coordination of relevant project folders, reports, and other applicable files both paper-based and electronically
- Oversee the maintenance of project records, human, financial and other relevant documentation
- Assist in the development of Terms of References and employment of professional staff
- Organize and/or conduct regular monitoring processes and other relevant training sessions with team members
- Coordinate and supervise the workflow of project teams/staff members
- Establish and maintain linkages/working relationships/ongoing partnerships with other CSO’s, Private Sector entities, Government and NGOs
- Conduct ongoing planning, review and team building/capacity meetings/sessions for staff and stakeholders as required
- Participate where applicable in workshops and skills building sessions and/or relevant training programmes
- Performs any other duties as assigned in ensuring that the project is implemented in accordance with the relevant procedural/Agency guidelines, Project Proposal Document, Operations Manual.
DELIVERABLES AND REPORTING
The Programme Manager will be required to undertake:
- Coordination and implementation of the project in accordance with the Project Proposal Document and Project Workplan.
- Provide the following documents (including but not limited to) at the times indicated, and relevant to the period of their contract:
- Proposals/documentation for intervention
- Project documentation including HR files
- Monthly narrative reports
REPORTING RELATIONSHIP
The Programme Manager will report directly to the Executive Director of Children First Agency.
REQUIRED SKILLS AND KNOWLEDGE
- Strong technical background in managing projects within the Non-Government Organization or Civil Society Organization sector
- Experiences in managing and/or coordinating the implementation of simultaneous projects especially at the grassroot levels
- Ability to provide and/or facilitate VCT/PITC and Sexual Reproductive Health (SRH) training to team members
- Comprehensive SRH/HIV knowledge coupled with experiences working with key and vulnerable populations – MSM, TGs, FSW and youth groups
- Experiences providing ongoing VCT screening services to general and key populations
- Exceptional levels of confidentiality with the ability to work effectively and professionally with all levels and cross-functional teams
- Ability to establish and maintain effective working relationships with various stakeholder groups
- Producing key deliverables within agreed timelines, according to established standards
- Solid working knowledge of Microsoft Office and Google suites (docs, sheets etc)
- Must be a team player with supervisory capabilities
QUALIFICATIONS & EXPERIENCE
The selected individual must possess the following:
- First Degree in Business Administration, Social Sciences or related field
- Training in Voluntary Counselling and Testing (VCT) and/or Provider-initiated Testing and Counselling (PITC) required
- A minimum of 3 years’ experience in coordinating and or managing programmes within the HIV Response
- Supervisory Management training and/or experiences highly desired
- Experience in workplan development required.
- Advanced experience in budget management and oversight, as well as grant proposal writing with a track record of securing funding support for programs specific to working with vulnerable groups
- Excellent writing, communications, organizational and Project Management Skills.
- Keen attention to detail and accuracy is desirable for this position.
