JOB PURPOSE

 

The Programme Development Officer will provide technical support to the Treatment, Care & Support Component of the Programme in ensuring the effective implementation of the programme activities and contribute to the achievement of the programmes goals and objectives.

  • HIV treatment care and support audits are conducted 
  • HIV monitoring services plans are implemented 
  • Pre-exposure prophylaxis programme (PrEP) audits conducted 
  • HIV services integration plans implemented 
  • Reporting mechanisms requirements relevant to the HIV are met
  • Monthly, Quarterly and Annual Programme reports relating to the HIV Programme
  • Individual Workplan developed

 

Key responsibility areas INCLUDES:

Management/Administrative Responsibilities

  • Coordinate annual Treatment Care and Support audits to assess service delivery and quality of care.
  • Assist in ensuring that the reporting mechanisms requirements relevant to HIV and PrEP are met.
  • Ensure that HIV surveillance data submitted to the unit is collated and analyzed in keeping with reporting requirements.
  • Timely reporting through the summarization and collation of information required for stipulated reports. 
  • Monitoring treatment sites for HIV, with regular visits and audits; and analysis of reports to facilitate programme implementation at the site level. 
  • Provision of technical guidance in the establishment of new HIV treatment sites across the four (4) Regional Health Authorities .
  • Provide oversight to the Pre-Exposure Prophylaxis programme (PrEP).
  • Assist with clinician engagement involvement in Quality Improvement activities.
  • Assist in the update and revision of HIV related and PrEP training materials and national guidelines.
  • Monitoring the HIV and PrEP Programme and develop policies and protocols to govern service delivery.
  • Coordination and monitoring of consultancies related to HIV and PrEP.
  • Assists with the coordination of HIVDR testing services

 

Technical/Professional Responsibilities

  • Assist in the development and implementation of all HIV Treatment, Care and Support activities.
  • HIV testing services plans are implemented in accordance with programme guidelines
  • Strengthen programming for HIV and PrEP
  • Facilitate and conduct training of health staff as indicated
  • Prepare work plans when required
  • Conducts Pre-exposure prophylaxis programme (PrEP) audits with the stipulated timeframe
  • Implementation of  HIV testing services plans
  • Conducts HIV treatment care and support audits 
  • Implementation of HIV monitoring services plans
  • Implementation of HIV services integration plans 
  • Provide technical assistance to the RHAs and private providers
  • Improve linkages between the health care system and the HIV/STI/TB Unit
  • Attend monthly/quarterly/annual meetings/conferences/workshops and special sessions (international and local) as required
  • Prepare monthly/quarterly/annual/ad hoc quantitative and qualitative reports
  • Develop, implement and update training curriculum for the HIV and PrEP Programme
  • Oversee and assist (where necessary) with the collection, compilation of all associated data in collaboration with the Parish and Regional teams.

PERFORMANCE STANDARDS

  • Key deliverables are produced within agreed time frames to required standards
  • Confidentiality of information obtained on the job is preserved
  • Conducts Pre-exposure prophylaxis programme (PrEP) audits with the stipulated timeframe
  • Implementation of  HIV testing services plans in accordance with established schedule
  • HIV treatment care and support audits conducted in accordance with programme schedule
  • HIV monitoring services plans implemented in accordance to programme schedule 
  • Workplan developed in accordance to PMAS Guidelines

 

Minimum Required Education and Experience  

  • Medical Degree from a recognized institution 
  • Master’s in Public Health from a recognized institution
  • A minimum of three years medical experience in the health sector with exposure to sexual and reproductive health 
  • Local experience in public health/primary health care
