(Salary Range: $ 1,930,750 – $ 2,295,055 per annum)
JOB PURPOSE
Under the supervision of the Systems Administrator, the Programme Analyst is responsible for the design, implementation, monitoring and support of all business applications service in the Ministry’s user population.
Key Responsibilities:
Technical/Professional
- Performs requirements elicitation and analysis for internal application consumers;
- Constructs entity-relationship diagrams that capture data architecture;
- Assists in arranging demonstrations for new software with key stakeholders;
- Works alongside project coordinators for the development and/or implementation of applications;
- Sets up/prepares application environments for training, user acceptance testing, development and staging appropriate to the nature of the application;
- Provides on-the-ground support securing end user ICT assets in times of pending disaster.
- Performs regression testing for source changes and documents results;
- Maintains the software repository utilized by the service desk;
- Documents user stories, concept diagrams as well as use case diagrams to capture desired interactions;
- Develops and tests both commercial-off-the-shelf (COTS) and custom applications to determine suitability to client needs;
- Maintains custom applications using code tracking and version control frameworks;
- Mentors programmers and controls task assignments;
- Prepares user manuals and system documentation;
- Conducts user training and knowledge transfer for newly deployed applications;
- Troubleshoots and rectifies problems reported by users as escalated by the service desk function;
- Determines time and resources needed to set up or alter applications;
- Works with the System Administrator to implement backup procedures for safeguarding applications and databases;
- Acts as a liaison between the service desk and external service providers in order to fulfil user requests, resolve service failures, fix problems, and carry out routine operational tasks.

- Knowledge of relational and non-relational data storage technologies.
MINIMUM REQUIRED EDUCATION AND EXPERIENCE
- Bachelor’s Degree in Computer Science/Information Technology or equivalent;
- Minimum 3 years of IT experience with 1 year at a supervisory level;
- Hands-on experience with enterprise content management toolset implementation and management is mandatory (e.g. SharePoint, Joomla, Plone, etc.);
- Required to travel to health facilities/agencies Island wide, when necessary.
