Outreach Officer – National Council On Drug Abuse

JOB PURPOSE

The Outreach Officer will be supervised by the Project Coordinator and is to provide outreach testing, assessment, and referrals as needed to the homeless population that will enhance their quality of lives and health outcomes.

 

RESPONSIBILITIES (TECHNICAL/ADMINISTRATIVE/PROFESSIONAL)

The Officer will be required to:

  • Implement the workplan as agreed
  • Identify, map and quantify persons with no fixed address sleeping on the streets in Kingston & St. Andrew OR St. James and St. Ann
  • Conduct reach, test and referrals for Clients as needed
  • Conduct HIV and drug prevention, and treatment interventions with the population
  • Screen for HIV/AIDS and substance use among the population and make referrals as needed
  • Coordinate transportation of referred homeless Clients to referral institutions e.g., shelters, clinics, and counselling centres
  • Deliver food and care packages to Clients
  • Co-ordinate activities of services rendered to the homeless, including the police, churches, Poor Relief, shelters, clinics, Ministries, NGOs, FBOs, and private entities.
  • Participate in trainings and meetings
  • Complete and submit timely reports as scheduled
  • Any other duties assigned

 

 PERFORMANCE STANDARDS

  • Key deliverables are produced within agreed time frames to required standards
  • Confidentiality of information obtained on the job is preserved

 

REQUIRED COMPETENCIES

  • Highly organized;
  • Ability to draft well-written correspondences;
  • Analytical thinker with strong written and verbal communication skills;
  • Ability to work under tight deadlines.
  • Proficiency in the use of relevant computer applications.
  • Excellent people management skills
  • Excellent Information Analysis skills

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Minimum of 4 CXC subjects
  • Training in Substance Abuse Treatment and Prevention
  • Certificate in Counselling
  • Knowledge of HIV/AIDS management
  • Minimum of three (3) years working in the field of behaviour change

 

REPORTING RELATIONSHIP

  • The Officer will report to the Project Coordinator (NCDA) or his/her designate and will work closely with Project representatives from the Ministry of Health and Wellness and other partners.

 

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB

  • Maybe required to work beyond normal working hours in order to meet deadlines.
  • Will be required to travel island wide to execute job functions
  • Exposure to highly confidential and sensitive information
