Manager, Payroll (FMG/PA 2), (Not Vacant)

The Ministry of Health and Wellness is seeking to recruit a suitably qualified person to fill the vacant position of Manager, Payroll (FMG/PA 2), (Not Vacant), in the Finance & Accounts Division, with a salary range of $2,104,355.00 to $2,501,416.00 per annum.

 

JOB PURPOSE

The Manager, Payroll reports to the Director, Financial Accounts and is responsible for coordinating, directing, and controlling payroll preparation, processing, and distribution for the efficient operation of the Salaries Unit.

 

KEY OUTPUT

  1. Progress of payroll preparation monitored;
  2. Accurate payment of salaries and deductions on the due date;
  3. Salaries bank accounts monitored;
  4. Statements and annual returns prepared and submitted;
  5. Reports prepared;
  6. Human resource needs are identified.

 

KEY RESPONSIBILITY AREAS INCLUDE:

Management/Administrative Responsibilities:

  1. Participates in the development and preparation of the Operational Plan for the Branch;
  2. Assists with the preparation of the Personnel Emoluments budget by providing pertinent information on all members of staff to the Accounts Management Branch;
  3. Manages payroll workload to meet operational requirements;
  4. Provides letters to employees or organizations, of employees’ salary particulars, such as salary, NHT contributions, Income Tax etc. at their requests;
  5. Prepares and submits Statements and Annual Returns, ensuring the provision of accurate and timely information for decision-making;
  6. Prepares relevant fortnightly, monthly, quarterly and year-end reports required;
  7. Provides technical advice on Payroll procedures and preparation as required;

 

Professional Responsibilities:

  1. Receives all correspondence in respect of salary;
  2. Directs the preparation of payroll-related matters;
  3. Notes and dispatches correspondence to the appropriate Officer along with any necessary clarification or explanation of any technical matter;
  4. Ensures that the proper procedures and guidelines regarding the payment of salaries are being carried out by the unit;
  5. Monitors the progress of payroll preparation;
  6. Collaborates with the Director, Financial Accounts ensuring that incidences of overpayment or underpayment are eliminated and that proper controls exist for the early detection of errors;

 

Human Resource Responsibilities:

  1. Manages the welfare and development of staff supervised through the Performance Appraisal System;
  2. Provides effective leadership to staff supervised through objective setting, delegating and communicating;
  3. Identifies training/development needs of staff supervised and makes recommendations as required;
  4. Provides guidance to staff supervised through coaching, mentoring and training, providing assistance and support as needed;
  5. Foster teamwork, a harmonious working environment and promote collaborative working across the Branch;
  6. Promotes the building of institutional knowledge for the Branch by ensuring that established systems and procedures are documented and disseminated;

 

PERFORMANCE STANDARDS

  1. Constantly monitoring the progress of payroll preparation to ensure that all deadlines are met;
  2. Accurate payment of salaries and deductions on the due date consistently maintained;
  3. Salaries bank accounts are monitored in keeping with set standards and guidelines;
  4. Statements and annual returns prepared and submitted within a specified timeframe;
  5. Relevant reports prepared are accurate, comprehensive and produced within a specified time frame;
  6. Human resource needs are identified and addressed in a timely manner.
  7. Good coordination and effective working relations exist with other Divisions/Units and external associates;
  8. Confidentially, integrity and professionalism are displayed in the execution of duties and personal conduct.

 

Minimum Required Education and Experience 

  • A Bachelor’s degree in Accounting or Business Studies with an Accounting or BBA Degree from an accredited University or;
  • ACCA Level 2 or
  • NVQJ Level 5, Accounting; or
  • Associate Degree in Accounting, MIND, along with the Diploma in Government Accounting, MIND.
