Salary Scale: Min: $4,594,306.00 – Max: $6,178,830.00 per annum)

 

JOB PURPOSE

Under the direction and leadership of the Director, Health Planning, the Health Planning Analyst is responsible for assisting with the development and coordination of the strategic development, expansion, and modernization planning initiatives for the Jamaican healthcare sector with the objective of developing a custom-built healthcare sector driven by evidence-based data.

KEY RESPONSIBILITIES AREAS

Technical/Professional Responsibilities

  • Assist in the development, implementation and monitoring of short/medium/long-term health sector planning and development programmes by identifying healthcare industry development requirements and specifications;
  • Participates in the design, implementation and monitoring of approaches to harness data collection, collation and analysis for programme/service evaluation and research, including the innovative use of regional/parish health data for population health planning and service improvement initiatives;
  • Collaborates in the coordination of task forces on health development planning issues on broad scale with key stakeholders;
  • Participates in the development of the Human Resource for Health planning for the health sector;
  • Collaborates with the Information Systems for Health Branch to identify appropriate data collection and analysis methodology for health planning, performance reporting, organisational service evaluation and research;
  • Assists in the development and supervision of research projects, applying the appropriate analytical approach to compile relevant data for Health Development planning purposes;
  • Participates in researches, reviews and evaluations of the feasibility of major Health development plans and programmes, to ensure consistency with healthcare policies and associated GOJ priorities;
  • Participates in the interpretation of data and develops health development plans and alternatives that supports the healthcare policies and associated GOJ priorities;
  • Conduct analyses research and development planning studies of other lead agencies/departments such as: PIOJ, STATIN, UDC, NEPA, Municipal Authorities, etc. to guide feasibility of health development planning and associated decision making;
  • Assist in the collation, identification, interpretation, analysis and prepares/reviews population-based and epidemiological data to inform national/regional population needs assessment, local priority setting, population health planning, infrastructure development, service improvement initiatives and programme/service evaluation;
  • Assist in the development of systems, tools and techniques to ensure that all decisions are based on a sound understanding of business principles applied in a public sector context;
  • Conduct reviews, evaluations and make recommendations on health development planning proposal presented by consultants and key interest groups;
  • Prepare position technical papers, submissions, special reports and other original finished material which are used by senior executives as a basis for broad policy and programme decisions;
  • Make recommendations to inform policies, plans and programmes alternatives to achieve established GOJ objectives and priorities pertaining to health developments;
  • Participate in the consultation with external stakeholders to receive and share information concerning health development planning in relation to GOJ health policies and programmes;
  • Participates in the planning and development initiatives with key stakeholders to aid the health development planning function of the MOHW;
  • Participate in negotiations, including those that are cross-ministerial and international, to achieve effective solutions in challenging relationships, ambiguous and conflicting positions;
  • Keeps current with the latest tools/techniques in Healthcare Development Planning to determine what new solutions and implementations will meet MOHW business requirements;
  • Provide inputs into the development of the Strategic Business, Corporate and Operational Plan for the Ministry.

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE  

  • Bachelor’s Degree in Public Policy, Healthcare Management, Business/Public Administration, Management Studies, or related field of Social Science;
  • Specialized Training in Development Planning, Healthcare Management, etc.;
  • Certification in Leadership and Change Management;
  • Three (3) years’ experience in Development Planning, Healthcare Planning and Management or equivalent environment.
