The Government of Jamaica through the Ministry of Health and Wellness has received financing from the Inter-American Development Bank (IDB), toward the cost of the Support for The Health System Strengthening for The Prevention and Care Management Of Non-Communicable Disease Programme (HSSP) and intends to apply part of the proceeds for the procurement of consulting services.

The consultant will be responsible for assisting in the management of the project life cycle in support of key internal and external customers/stakeholders during the implementation of the Electronic Health Records system (EHR) and other digital health initiatives. In addition, the consultant will participate in complex decision making; developing implementation strategies, definition, scope, and software analysis; and assist in the maintenance of project plans, budget, and timelines that will advance the Ministry of Health and Wellness’s vision for IS4H in Jamaica. The consultant will also be responsible for data quality for the EHR, through application of appropriate data standards using OpenEHR Clinical Modelling and the application of terminologies, in particular SNOMED CT, in the relevant value sets.

The Ministry of Health and Wellness now invites interested eligible individuals to indicate their interest in providing the mentioned services by submitting their CVs bearing the requisite experience and qualification. These include:

  • A Bachelor’s degree in Medicine or a healthcare discipline or a related field.
  • Minimum of five (5) years working in administrative or technical aspects of the healthcare sector;
  • Experience in manipulating health or other industry data sets and designing or implementing components of ehealth systems.

The attention of interested Consultants is drawn to paragraph 1.11 of the IDB’s: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15, March 2019, setting forth the IDB’s policy on conflict of interest.  A Consultant will be selected in accordance with the Selection of Individual Consultants method and the Eligibility provisions set out in the IDB’s Policies.
