JOB PURPOSE

Under the direction and leadership of the Permanent Secretary, the Chief Technical Director – Health Infrastructure Planning & Project Management is responsible for providing high-level professional guidance for the development and management of health infrastructure planning, policies/programmes, and the delivery of projects. The role undertakes and drives project assessments, project delivery processes and operations across multiple projects, ensuring compliance with a range of planning and environmental requirements for large and complex activities, including working within a project management framework that ensures projects are delivered to best practice and contract management standards that are commercially sound to the satisfaction of key stakeholders.

The role will also provide high-level professional guidance for the development, implementation and maintenance of central standards and quality management frameworks that undergirds health infrastructures and biomedical engineering systems.

Technical/Professional Responsibilities

Strategic Health Infrastructure Planning & Project Management 

  • Oversees the development of strategic evidence-based advice and recommendations to the Permanent Secretary, Minister, and Senior Executives to shape the Ministry’s programme for Health Infrastructure Planning and Project Management;
  • Acts as a champion for continuous improvement within the MoHW Health Infrastructure Planning and Project Management Division through a well-trained workforce, streamlined business processes and appropriated structured quality operations;
  • Oversees the prioritisation and implementation of research and analysis activities to identify, evaluate and critically analyse highly complex and sensitive issues affecting Health Infrastructure Planning and Quality Management;
  • Leads in the development of short and long-term plans to achieve both health infrastructure planning and project management objectives;
  • Examines consistently local, regional and international trends in Health Infrastructure Planning and Quality Management and makes recommendations for policy and programme review/development where necessary;
  • Provides technical advice and participates in the development of position papers to articulate Jamaica’s position in dealing with Public Policy matters around the Health and Wellness functions;
  • Oversees the preparation of relevant Cabinet Submissions and Notes on technical related matters as required;
  • Oversees and ensures that all Branches operate within the established policies and procedures;
  • Assists actively the Permanent Secretary in the day-to-day management of the Ministry, providing leadership in the development and implementation of change initiatives, creating and fostering a culture of high performance and customer orientation throughout the Ministry;

 

Health Infrastructure Standards & Quality Management

  • Establishes, maintains, oversees, and ensures effectiveness of health infrastructure standards and quality management programmes and documentation to assure compliance with policies, regulations and procedures;
  • Oversees and executes the monitoring and evaluation programmes to ensure the effective implementation and corrective measures for the health infrastructure standards and quality management frameworks;
  • Oversees the creation and implementation of health infrastructure standards and quality management training and education programmes for key stakeholders such as RHAs and clinicians;
  • Oversees the definition and reporting of key quality management and compliance metrics to proactively identify emerging trends to ensure continuous improvement and compliance;

 

Health Infrastructure Project Management & Implementation

  • Leads the development of project proposals and concept designs to ensure delivery of outcomes that satisfy customer needs, are compatible with health infrastructure priority development and provide integration across the healthcare system and related stakeholders;
  • Directs and delivers on each key project phase to the agreed standards, on time and within allocated budgets;
  • Leads the development of mechanisms that ensures health infrastructure projects are compliant with the relevant environmental approvals and with any applicable legislation and policy requirements;
  • Leads the production of suitable design and specification documents to support planning approval, cost planning, contract preparation and award and construction processes;
  • Oversees all contract documents to ensure appropriate outcomes and to meet the requirements of health infrastructure specifications (and related documents) and manage the coordination of contracted work to enable the best use of health infrastructure resources;
  • Works within the project management framework and implement and use the range of project tools available to manage infrastructure contracts, technical specifications and provide specific technical/development/construction advice;
  • Leads the preparation of sound budgets for projects, by ensuring that processes are followed and monitor financial aspects of projects to ensure that they are developed and delivered within agreed budgets;
  • Directs the analysis of project completion performance and feedback information for use in continuous improvement of project planning, development, management and delivery;
  • Works collaboratively with the National Environment & Planning Agency, Municipal Authorities, other infrastructure development approval bodies such as the NWA in providing statewide leadership and coordination in the shaping, delivery and management of health infrastructure plans/projects;
  • Guides the development of long-term strategies and programmes to improve the operational efficiency of Health Infrastructure Planning and Quality Management strategies, through the adoption of global best practice methodologies;

 

Biomedical Engineering

  • Leads the overarching development and implementation of biomedical engineering approaches for the planning, procuring, calibrating and commissioning of all types of medical equipment and systems to aid the prevention, diagnosis and treatment of human diseases;
  • Oversees the research and development of biomedical engineering equipment and systems for delivering healthcare;
  • Leads in the provision of advice, support and approvals to the RHAs, clinicians and other stakeholders in the selection and evaluation of new equipment and healthcare systems;
  • Oversees the creation and implementation of policy/programme mechanisms to guide the maintenance and repairs for biomedical engineering devices and systems;
  • Leads in the development and maintenance of standards that ensures the safety of patients, staff and the general public;
  • Guides the design and implementation of teaching and learning methodologies for biomedical engineers, technicians and general hospital staff in proper use and maintenance of devices and systems.

 

Management/Administrative Responsibilities

  • Directs the alignment of the Division’s corporate/operational plans and budget with the Ministry’s strategic objectives and priority programmes;
  • Maintains mechanisms to effectively coordinate the alignment of plans, programmes and projects of the Ministry and its departments and agencies in order to ensure a cohesive and complimentary execution of policy and programme initiatives;
  • Participates in and coordinates the development of the strategic direction of the Ministry;
  • Prepares and submits performance and other reports relating to the achievement of targets for the ministry and its agencies as required and ensures timely submission of all documents/information requested from the Division;
  • Establishes and maintains quality customer service principles, standards and measurements for the Division; 
  • Develops Individual Work Plan based on strategic alignment with MOWH’s Operational Plan;
  • Establishes and maintains various Health Infrastructure Planning & Quality Management Committees that acts as an oversight and approval mechanism, as well as makes recommendations for the implementation of improved procedures and systems;
  • Represents the MOHW at meetings, conferences and other fora as needed.

 

Human Resources Responsibilities

 Provides leadership and guidance through effective planning, delegation, communication, training, mentoring and coaching;

  • Evaluates and monitors the performance of staff in the Division and implements appropriate strategies;
  • Coordinates the development of individual work plans and recommends performance targets for the staff assigned;
  • Participates in the recruitment and training of staff of the Ministry;
  • Recommends succession initiatives, transfer, promotion and leave in accordance with established Human Resource Policies and Procedures;
  • Identifies skills/competencies gaps and contributes to the development and succession planning for the Division to ensure adequate staff capacity;
  • Monitors the performance of staff and facilitates the timely and accurate completion of the staff annual performance appraisals and other periodic reviews;
  • Ensures the well – being of staff supervised;
  • Effects disciplinary measures in keeping with established guidelines/practices.

 

Other Responsibilities

  •  Reviews and approves internal training modules aimed at strengthening the planning and performance management processes within the Ministry and its agencies/health authorities and departments;
  • Establishes and sustains effective working relationships with senior policy professionals and strategic planning stakeholders across the public sector more generally to optimize engagement, consultation, negotiation and facilitation of policy alignment, implementation and response;
  • Keeps abreast of public policy issues in the functional areas, strategic planning, monitoring and evaluation initiatives to ensure adherence to international standards and competitiveness;
  • Performs all other related duties and functions as may be required from time to time.

  • All operating guidelines, policies and procedures are documented and current;
  • Cabinet Submissions, policy/programmes recommendations and briefs or position papers on technical matters are appropriately prepared and submitted within the required timeframes;
  • Reports are comprehensive, accurate and submitted within the required timeframes;
  • Annual/Quarterly/Monthly performance reports are evidence-based and prepared in accordance with agreed format and submitted on time;
  • Individual Work Plans developed in conformity to established standards and within agreed timeframes;
  • Staff coached and appraisals completed and submitted in accordance to agreed timeframe and standards;
  • Confidentiality, integrity and professionalism displayed in the delivery of duties and interaction with staff.

    

Minimum Required Education and Experience 

  • Master’s Degree in Public Policy, Development Studies, Management Studies, Business/Public Administration, Public Sector Management, Engineering, Project Management or equivalent discipline;
  • Certification in Leadership and Change Management;
  • Seven to Ten (7-10) years’ experience in Public Policy/Analysis, Planning and Health Sector/Infrastructure Management or related area in the private or public sector, with at least four (4) at which at a senior management level.
