(Salary: $5,198,035.00 per annum)

JOB PURPOSE
 
Under the direction and leadership of the Chief Biomedical Engineer, the Biomedical Engineer –Quality Management is responsible for managing the quality management system (QMS), writing procedures and processes to support the QMS development and the infusion into key functions. The incumbentwill also lead and undertake audits across all areas of the business to build accountability, efficiency and effectiveness in the healthcare system.

KEY RESPONSIBILITY AREAS

Technical/Professional Responsibilities

  • Designs, reviews and maintains biomedical engineering Quality Management Systems, including Standard Operating Procedure content and related matters;
  • Manages effective implementation of the Quality Management Systems throughout the MoWH that supports biomedical engineering business processes and procedures;
  • Analyses current and future biomedical engineering procedural needs in the MoHW to drive quality management improvements;
  • Manages the analysis of detailed business requirement specifications (BRS) to develop testing strategies that reduce the risk of biomedical engineering system outages and identify system defects;
  • Manages the assurance of quality biomedical engineering equipment, processes and systems by establishing and enforcing quality standards and testing materials and products;
  • Prepares, reviews and submitsdetailed test reports to describe testing outcomes and assist developers in the removal of defects to biomedical engineering business processes and systems;
  • Completes quality management operational requirements by scheduling and assigning employees and following up on work results;
  • Observes and complies with the ICT quality management policies and processes that drive improvements in performance and customer satisfaction relating to biomedical engineering;
  • Organizes and manages biomedical engineering internal and external audit system and the corrective action reporting systems;
  • Designs and provides training on Quality Management issues and business processes affecting biomedical engineering;
  • Coordinates the review of Quality Management procedures associated with continuous improvement initiatives affecting biomedical engineering;
  • Leads the conduct of benchmarking studies to determine best practices/designs and future trends
  • Manages the coordination and liaison with internal Biomedical Engineers and related stakeholders to implement an effective, documented process that defines equipment, process or system Quality requirements, best practice and training materials to support continuous improvement initiatives;
  • Consolidated reports on Key Performance Indicators (KPIs) in order to adhere to process and prevent occurrence of any non-conformity relating to biomedical equipment, processes or systems;
  • Designs, implements and maintains support for quality assurance activities that align to quality guidelines and deliver business objectives;
  • Services as the point of escalation for emerging queries and issues that arise in RHAs regarding quality of biomedical engineering processes and systems;
  • Designs data collection procedures to facilitate the validation of quantitative and qualitative tools to support the biomedical engineering quality management functions;
  • Provides professional advice and guidance to wide range of internal and external stakeholders on biomedical engineering function and processes;
  • Leads partnerships with key internal and external stakeholders in the design and management of health sector wide biomedical engineering encompassing areas such as ICT, Document Management, Contract, Vendor management, etc.;
  • Embraces a process of continuous quality improvement, consultation and feedback to customers, in order to guarantee their needs and concerns are met;
  • Works with relevant stakeholders such as RHAs and other relevant providers to strengthen networks and influence adoption to strategic biomedical planning, requirements gathering and assessments;
  • Assembles and analyses risk scenarios to determine the likelihood and impact of significant events to the biomedical engineering business processes;
  • Collaborates with key internal staff and external stakeholders in healthcare to explore, identify, prioritize, implement and evaluate clinical engineering solutions such as CTs, MRIs, X-ray units, defibrillators, mechanical ventilators, lab equipment, etc.;
  • Plans and delivers key projects and activities to advance Biomedical Engineering solutions in primary and secondary sectors to improve system integration across the healthcare sector;
  • Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies
PERFORMANCE STANDARDS
  • Biomedical Engineering Quality Management Systems designed, reviewed and maintained through the application of evidence-based method, agreed guidelines and timeframes;
  • Implementation of the Health Infrastructure Quality Management Systems managed through the application of evidence-based method, agreed guidelines and timeframes;
  • Assurance of quality biomedical engineering equipment, processes and systems managed in accordance with standards and procedures guided by evidence-based approaches and timeframes;
  • Biomedical engineering internal and external audits organized and managed according to established principles, guidelines and timeframes;
  • Training on Quality Management issues designed and provided according to established principles, guidelines and timeframes;
  • Biomedical engineering Reports on Key Performance Indicators consolidated through the application of evidence-based method, agreed guidelines and timeframes;
  • Biomedical engineering data collection procedures designedthrough the application of evidence-based method, agreed guidelines and timeframes;
  • Technical advice and recommendations provided are sound and supported by qualitative/quantitative data;
  • Cabinet Submissions, policy/programmes recommendations and briefs or position papers on technical matters are appropriately prepared and submitted within the required timeframes;
  • Reports are comprehensive, accurate and submitted within the required timeframes;
  • Stakeholder Relationships established and maintained in a harmonious and productive manner;
  • Annual/Quarterly/Monthly performance reports are prepared in accordance with agreed format, are accurate and submitted on time;
  • Individual Work Plans developed in conformity to established standards and within agreed timeframes;
  • Staff Coaching and Appraisals completed and submitted in accordance to agreed timeframe and standards;
  • Confidentiality, integrity and professionalism displayed in the delivery of duties and interaction with staff.
MINIMUM REQUIRED EDUCATION AND EXPERIENCE
  • Bachelor’s degree in Biomedical Engineering, Engineering, Quality Management Applied Sciences, Health Technology or equivalent discipline;
  • Three (3) years’ experience in Biomedical Engineering, Engineering or a related area.

SPECIAL CONDITIONS ASSOCIATEDWITH THE JOB

  • Work will be conducted in an office outfitted with standard office equipment and specialized software. The environment is fast paced with on-going interactions with critical stakeholders and meeting tight deadlines which will result in high degrees of pressure, on occasions. Will be required to travel locally and internationally to conduct site visits and study tours, as well as to attend conferences, seminars and meetings. Additionally, post holders will be exposed to hazardous situations (equipment/chemicals/noise, etc.) and may be required to wear safety attire, such as masks and hard hats, to protect themselves.
