Biomedical Engineer (Design & Resourcing) (SOG/ST 7) (Band 9) (Vacant) – One (1) Position

(Salary: $5,198,035.00 per annum)

JOB PURPOSE:      

Under the direction and leadership of the Principal Director – Biomedical Engineering, the Biomedical Engineer – Design & Resourcing is responsible for conducting research that support the development and implementation of strategic policies, processes and procedures geared at influencing biomedical needs assessments and requirements gathering for building accountability, efficiency and effectiveness in the healthcare system.

  • Biomedical Engineering policies and procedures developed, implemented and maintained
  • Clinical engineering resourcing approaches designed and implemented
  • Biomedical engineering documentation designed, implemented and maintained
  • Wide ranging in-house biomedical engineering training and development programmes designed and implemented
  • Technical advice/information provided
  • Reports, Cabinet Submissions/Notes, technical papers, and publications prepared and issued
  • Stakeholder Relationships established and maintained
  • Corporate/Operational Plans and Budgets developed and managed
  • Annual/Quarterly/Monthly performance Reports prepared
  • Individual work plans developed

KEY RESPONSIBILITY AREAS:

 Management / Administrative Responsibilities

  • Develops Individual Work Plans based on alignment to the overall plan for the section;
  • Establishes and maintains various Biomedical Engineering Committees/Technical Working Groups that provides insight and makes recommendations for the implementation of improved procedures and systems;
  • Represents the MoHW at sittings of the Public Administration and Appropriations Committee (PAAC)/ Public Accounts Committee (PAC), meetings, conferences and other fora as needed;
  • Prepares and delivers presentations related to Biomedical Engineering matters as needed;
  • Participates in meetings, seminars, workshops and conferences as required;
  • Prepares reports and programme documents as required;
  • Maintains customer service principles, standards and measurements.

Technical Responsibilities

  • Researches, designs and recommends Biomedical Engineering solutions geared at innovating and improving the consist access to clinical equipment/devices and systems;
  • Develops, implements and maintains policies and procedures that guide and support needs assessment and requirement gathering mechanisms to inform the design and sourcing of Biomedical Engineering solutions;

Human Resource Management 

  • Contributes to and maintains a system that fosters a culture of teamwork, employee empowerment and commitment to the Division’s and organization’s goals;
  • Assists with the preparation and conducts presentations on role of Division/Unit for the Orientation and Onboarding programme.

 Other Responsibilities

PERFORMANCE STANDARDS:

  • Biomedical Engineering solutions researched, designed and recommended through the application of evidence-based method, agreed guidelines and timeframes;
  • Biomedical Engineering policies and procedures developed, implemented and maintained through the application of evidence-based method, agreed guidelines and timeframes;
  • Clinical engineering resourcing approaches designed and implemented in accordance with standards and procedures guided by evidence-based approaches and timeframes;
  • Biomedical engineering documentation designed, implemented and maintained according to established principles, guidelines and timeframes;
  • Wide ranging in-house biomedical engineering training and development programmes designed and implemented according to established principles, guidelines and timeframes;
  • Technical advice and recommendations provided are sound and supported by qualitative/quantitative data;
  • Cabinet Submissions, policy/programmes recommendations and briefs or position papers on technical matters are appropriately prepared and submitted within the required timeframes;
  • Reports are comprehensive, accurate and submitted within the required timeframes;
  • Stakeholder Relationships established and maintained in a harmonious and productive manner;
  • Annual/Quarterly/Monthly performance reports are prepared in accordance with agreed format, are accurate and submitted on time;
  • Individual Work Plans developed in conformity to established standards and within agreed timeframes;
  • Confidentiality, integrity and professionalism displayed in the delivery of duties and interaction with staff.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Biomedical Engineering, Engineering, Applied Sciences, Health Technology or equivalent discipline;
  • Three (3) years’ experience in Biomedical Engineering, Engineering or a related area

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB

  • Work will be conducted in an office outfitted with standard office equipment and specialized software. The environment is fast paced with on-going interactions with critical stakeholders and meeting tightdeadlines which will result in high degrees of pressure, on occasions. Will be required to travel locally and internationally to conduct site visits and study tours, as well as to attend conferences, seminars and meetings.
