Current situation
National Public Health Laboratory (NPHL) provides services for clinical and public health, it serves as a clinical laboratory for Kingston Public Hospital and Victoria Jubilee Hospital as well as National Reference Lab and referral laboratory in disease surveillance, vector control, food safety, and environmental health. The NPHL services include hematology, clinical chemistry, histopathology, cytopathology, microbiology, immunology, environmental health, and vector research.
The NPHL is served by two elevators which were installed over thirty years. Both units are obsolete and are at their end of life resulting in frequent break downs and costly repairs which has impacted negatively on the quality of service being delivered.
To address those problems the MOHW is seeking a consultancy to be able to perform a revision of elevators and develop specifications and scope of works to replace both units in accordance with international standards and needs of MOHW and NPHL mission;
Scope of Work
The consultant will be responsible for:
- Conduct a desk review, by consulting appropriate personnel at the Ministry of Health and Wellness, and NPHL relevant stakeholders
- Perform a detailed comparison of the laboratory elevator design against applicable local and international standards as it relates to elevators for laboratory environment and start to compile areas of interest for the forthcoming areas of work
- Compare the design information against the as-built situation and note any significant variations.
- Stakeholder Interviews – conduct stakeholder interview sessions with key stakeholders. These interviews will be managed and undertaken by the contractor and will be based solely on the needs identified.
- Technical Review – the contractor will be required to conduct a review of technical documents to include but not limited to a. Engineering Drawings, b. Technical Specifications, c. Mechanical and Engineering Reports.
- Consultations – Shall developed detailed technical specification, Bill of Quantities and drawings as necessary to facilitate the installation of a new elevator.
- Consultant- shall developed detailed total cost of ownership and maintenance plan to cover the life cycle of the elevators.
- Provide assistance with the tender evaluation
Deliverables
- Phase 1: A detailed work plan. This will include the approach to be adopted and timetable for the work to be undertaken to successfully deliver the expected outputs. Compile existing plans of the elevators (paper and/or digital) from the corresponding authorities and institutions. Field work: technical review, and draft report to include assessment of available plans and technical documents of the elevators/shaft; conduct a survey of the elevator and elevator shaft in order to complete/correct missing or outdated information; and draft updated plan drawings of the existing elevator and shaft.
- Phase 2-: Developed detailed technical specification, bill of quantities, and drawings for the two elevators.
- Phase 3: – develop total cost of ownership for both elevators and detailed maintenance plan to cover the life cycle of the unit.
- Phase 4 – provide technical assistance during the evaluation process.
Technical Expertise
- Experience performs a revision of elevator and elevator shafts in laboratories, health care facilities and commercial buildings;
- Demonstrable current knowledge of international standards of elevators laboratories, health care facilities and commercial buildings;
- Experience in data collection and analysis
- Strong professional and academic writing skills;
- Ability to work collaboratively (in person or virtually) with other team players
Education/ Experience
- Master’s Degree in Engineering, and previous experience on topics related to elevator systems.
- At least Five (5) years’ experience in elevator installation
- At least Five (5) years’ experience in electrical and mechanical systems
- Experience in generating specifications and BOQ for the supply and installation of elevators
Languages
Fluent in English including academic writing, reading, and presentation skills.
Consultant Responsibilities
- The incumbent will be working remotely under the direct supervision of the MOHW Office.
- The duration of the consultancy is 4 weeks, inclusive of the submission of the deliverables defined within.
MOHW Responsibilities
Review and approve deliverables and provide feedback to the Consultant in a timely manner.
Access the NPHL and any available relevant document.
Payment Schedule
Payments will be made on satisfactory submission of deliverables. One payment per deliverable.
Ten percent (10%) for Phase 1. Fifty percent 50% for Phase 2. Thirty percent for percent (30%) Ten percent (10%) for Phase 4
Other Criteria
- Tasks are to be performed accurately and within timeframes specified or the nearest date.
- Standards, written policies, and procedures are to be well documented and filed for future reference.
- Good human relations skill is to be demonstrated in dealing with all internal and external stakeholders.
- Flexibility is to be demonstrated in meeting the goals and objectives.
- Confidentiality and integrity are to be maintained at all times.
Special terms and conditions
All rights, including title, copyright, and patent rights of any material(s) produced under the terms of this contract shall be vested in MOHW, which shall be entitled to make any changes or eliminate any part of the material(s) it deems advisable.
Requirements for submission of Proposal for the Contract
- Submit a timeline outlining completion of deliverables with adequate justification
- Submit a Technical Proposal outlining execution of the deliverables
- Submit a Proforma Invoice detailing cost for the deliverables mentioned in your Technical Proposal
- Submit an updated CV showing relevance to the project
- Include any special requirements/instructions for payment.
