Public Private Partnership (PPP) for the provision of services to public patients with Diabetes & Hypertension

1.0 Background

The novel coronavirus (2019-nCov) now named SARS-nCoV2, has spread rapidly across the globe affecting millions of people and killing hundreds. Among the individuals most vulnerable are those in the high-risk groups such as the elderly, and persons living with chronic conditions.

As part of its response to the Coronavirus pandemic, the Ministry of Health & Wellness  (MOHW) will be implementing a public-private partnership non-communicable disease (NCD) initiative. This initiative will seek to maintain essential primary care services for non-COVID-19 clients with diabetes and hypertension; enabling them to access routine care through private physicians and to free the resources of the health centres to focus on the pandemic response.

The main purposes of the initiative are:

  • To minimize exposure of clients with chronic illnesses to COVID-19 at public health facilities.
  • To maintain routine clinical management of non-COVID-19 clients with diabetes and/or hypertension in the context of scaled down access to primary care services at public health centres during COVID-19 outbreak in Jamaica.
  • To identify and engage suitable private physicians in the selected areas to participate in a project for the medical management of public patients who are diabetic and hypertensive for a fixed fee to be paid by the National Health Fund (NHF).

 

2.0 Objective of the Engagement

The overall objective of the engagement is to provide technical support to the Standards & Regulation Division for the assessment, follow up and recommendation of the private medical practices of potential providers.  

 

3.0 Scope of work

The inspector will be required to perform the following functions:

  • Prepare and submit a detailed work plan.
  • Review provider assessment tool in collaboration with the Registrar, HFI Unit and Director NCD.
  • Set and meet target for number of private physicians to be assessed/ followed up each month
  • Review applications from private physicians to access information relevant to inspection process.
  • Coordinate and conduct inspections and prepare inspection reports for private practice/facilities.
  • Provide follow up to ensure eligible private providers take corrective actions to address any non-conformances that may arise from inspection of their facility/private practice.
  • Maintain a database and progress tracker of potential private physicians to be recommended to be enrolled in the programme  

 

4.0 Deliverables

5.0 Conditions

  • The Ministry of Health & Wellness will facilitate access to information and to technical personnel as needed to enable the inspector to undertake the assignment as outlined in this TOR, and will provide such other assistance as may be reasonably required.
  • Participation and presentation in Steering Committee Meetings will be required, for which prior notice will be given.
  • Performance will be assessed based on the timeliness and quality of the named deliverables.
  • Expected to travel island wide.
  • May be required to work beyond normal working hours.
  • All information exposed to during the engagement is the property of the Ministry of Health and Wellness and must be held in strictest confidence.

 

6.0 Duration of Contract

The Inspector must be prepared to complete the assignment within six (6) calendar months commencing from the date contract is signed.

 

7.0 Qualification and Experience

The consultant shall satisfy the following requirements:

  • First degree (Bachelors) in public health related disciplines. (30%)
  • Experience working in the clinical setting of health sector. (30%)
  • Experience in health regulation. (20%)
  • Good working knowledge of the health sector. (10%)
  • Excellent communication, presentation and report writing skills. (10%)

 

8.0 Reporting Relationship

The inspector will report directly to the Registrar, Institutions & Facilities Unit within the Standards and Regulation Division.

 

9.0 Payment

The inspector shall be paid the amount agreed upon in 6 equal monthly instalments, upon submitting a monthly report detailing progress of deliverables as per approved Work Plan.
