Assignment Title: Structural Engineer
The Government of Jamaica has received financing from the Inter-American Development Bank (IDB) to support the implementation of the hybrid operation consisting of a programmatic policy-based loan (PBP) (JA-L1080, 4669/OC-JA) and an investment loan (JA-L1049, 4668/OC-JA) for US$50 million each that together comprise the “Support for the Health Systems Strengthening for the Prevention and Care Management of Non-Communicable Diseases (NCDs) Programme”; and intends to apply part of the proceeds for the selection of a consulting firm .
The main objective of the consultancy is to support the Ministry of Health and Wellness and its Project Executing Unit with structural engineering services, particularly as it relates to identifying defects and offering solutions to correct these deficiencies identified at select Health Facilities. The structural engineering firm will be responsible for the identification, documentation and design of structural engineering solutions relating to Component 1, completed within the specified time and budget.
The Ministry of Health and Wellness now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Minimum Seven (7) years’ experience in structural/civil engineering related to government and non-government commercial projects
- Minimum Five (5) years’ experience with structural/civil engineering projects related to health facilities
The attention of interested Consultants is drawn to paragraph 1.9 of the IDB’s: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-9, March 2011, setting forth the IDB’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the IDB’s Policies.
