JOB PURPOSE
Under the general direction of the Permanent Secretary, Director, Programme Coordination, Planning & Strategic Initiatives is responsible for the establishment and delivery of programme management excellence, coordination and implementation of a portfolio of special projects and activities. Additionally, the incumbent is also responsible for establishing and maintaining strategic partnerships with bi-lateral and multi-lateral donors, government institutions, NGOs etc. and effecting resource mobilization to support the Ministry’s programme delivery.

Key responsibility areas
Management/ Administrative Responsibilities
- Ensures oversight and overall coordination of all aspects (planning, monitoring, reporting and evaluation) of programme management within the Ministry, its Departments and Agencies to support the strategic direction of the Ministry.
- Manages a portfolio of special programmes/ projects/ initiatives with the delegated authority from the Permanent Secretary;
- Ensures effective management of project dependencies, resources, coordinating cross-project activities, resolving conflicts and building consensus; to enable alignment across a ranges of projects/ programmes;
- Formulates, organizes and monitors inter-connected strategic projects/ initiatives, and determine suitable strategies and objectives;
- Ensures programme and project reviews are regularly and effectively conducted to drive, plan, monitor and control the delivery of programmes across the Ministry, its Departments and Agencies to
- schedule, budget and quality level;
- Ensures and directs the development of regular and timely programmatic updates across all programmes/ projects to ensure cross-pollination of ideas, knowledge building and resource sharing.
- Interfaces with senior leaders, cross- functional teams, assigned project managers and other stakeholders across the Ministry, its department and agencies to plan and develop scope, deliverables, required resources, work plan, budget and timing for new initiatives.
- Creates and implements best practice programme management vision, strategy, policies, processes and procedures throughout the Ministry, its departments and agencies in support of the national and international mandate of the Ministry.
Technical/Professional Responsibilities
- Develops and coordinates strategic partnerships with the international agencies (UN Agencies, WHO,etc), government institutions, bi-lateral and multilateral donors, private sector, civil society and other relevant networks with the aim of strengthening multi-sectoral dialogue and collaboration for improved health sector performance.
- Contributes to the resource mobilization within the public health sector by undertaking analysis and research of information on donors, preparation of substantive briefs on possible programmatic areas of cooperation and investment based on the strategic goals of the Ministry, of opportunities for initiation of new projects, supporting the development of results-focused proposals, donor agreements and other grant- related instruments.
- Provides technical leadership for the design, formulization, and management of innovative public-private partnerships.
- Represents the Permanent Secretary/ Ministry of Health on Boards, committees, at local and international meetings, conferences and other fora as required.
Minimum Required Education and Experience
- Master’s Degree in Health Policy/ Planning, Health Administration/ Management, Business Administration/ Public Policy or a related field.
- Project Management certification would be desirable.
- A minimum of Six (6) years progressive relevant working experience.
