JOB PURPOSE
Under the direction and management of the Senior Director, Health Infrastructure Planning & Project Management , the Quantity Surveyor will be responsible for providing a range of cost management services for assigned health infrastructure projects, ensuring they are delivered on time and within budget and that accurate and timely reports are produced to aid decision making.

KEY RESPONSIBILITY AREAS
Technical/Professional Responsibilities
- Provides quantity surveying/cost and risk management capabilities within the health infrastructure project development and management in the MoWH, with a focus on the provision of independent cost management advice to a wide range of stakeholders;
- Provides cost planning advice at all stages of the health infrastructure design process and provides replacement cost analysis prior to site investigations;
- Attends pre-contract meetings, liaises with a wide range of construction professionals, and ensure timely completion of agreed actions;
- Partners with the project engineering/construction team with estimating queries and questions across multiple disciplines and with the completion of feasibility studies and trade cost plans;
- Coordinates early phase cost estimation to support development feasibilities and in the preparation and adherence to project public procurement targets and costing budgets;
- Collaborates with strategic planning, public procurement and project teams in the preparation of tender analysis spreadsheets and prepares and monitors project cashflow forecasts;
- Prepares and maintains control spreadsheets for schedule of rates trades; conduct monthly valuations of work in progress, including forecasting of final costs; and report on cost implications of design development at regular intervals;
- Monitors all commercial information in relation to health infrastructure projects, including labour, material and sub-contractor cost forecasting, to ensure budgets are adhered to and manage and produce accurate formal reports in accordance with the project timetable and success;
- Ensures external cost plans are set up in accordance with GOJ policies and procedures, measures and value;
- Visits site to measure and value works completed;
- Assesses subcontractor payment entitlements and process preparatory activities to facilitate payments;
- Measures, prices, negotiates and agree budgets and costs for variations to project scope;
- Checks that health infrastructure project costs are correct and raise/resolve queries where necessary;
- Remains current through constant industry research and by forming associations to drive best value from suppliers and sub-contractors and carrying out monthly financial reviews on projects and forecast final values for costs;
- Escalates Quantity Surveying issues and breaches for the attention of Senior Quantity Surveyor for appropriate action;
- Documents and utilizes learnings from the Quantity Surveying work to influence future planning and improvements;
- Uses data collection procedures to facilitate the validation of quantitative and qualitative monitoring tools to support the Quantity Surveying functions;
- Conducts analysis of quantitative data as well as qualitative data on all Quantity Surveying inputs, outputs and outcomes in MoHW and RHAs;
- Liaises with senior executives in MDAs on plans and strategies for Quantity Surveying issues to work activities and evaluation;
- Keeps abreast of Quantity Surveying initiatives to ensure adherence to international standards and competitiveness

- Technical advice and recommendations provided are sound and supported by qualitative/quantitative data;
- Cabinet Submissions, policy/programmes recommendations and briefs or position papers on technical matters are appropriately prepared and submitted within the required timeframes;
- Reports are comprehensive, accurate and submitted within the required timeframes;
- Stakeholder Relationships established and maintained in a harmonious and productive manner;
- Annual/Quarterly/Monthly performance reports are prepared in accordance with agreed format, are accurate and submitted on time;
- Individual Work Plans developed in conformity to established standards and within agreed timeframes;
- Confidentiality, integrity and professionalism displayed in the delivery of duties and interaction with staff.
MINIMUM REQUIRED EDUCATION AND EXPERIENCE
- Bachelor’s degree in Quantity Surveyor or equivalent discipline;
- Three(3) years’ experience in cost designing and managing large and multidisciplinary projects.
SPECIAL CONDITIONS ASSOCIATED WITH THE JOB
- Work will be conducted in an office outfitted with standard office equipment and specialized software. The environment is fast paced with on-going interactions with critical stakeholders and meeting tight deadlines which will result in high degrees of pressure, on occasions. Will be required to travel locally and internationally to conduct study tours and site visits, as well as to attend conferences, seminars and meetings. Additionally, post holders will be exposed to hazardous situations(equipment/chemicals/noise, etc.)and maybe required to wear safety attire, such as masks and hard hats, to protect themselves.
