JOB PURPOSE
Under the direction and leadership of the Chief Technical Director –Health Infrastructure Planning & Project Management, the Chief–Biomedical Engineering is responsible for the overall leadership, co-ordination, monitoring and evaluation of the Biomedical Engineering policies, processes, procedures and systems. The role strategically leads activities for the selection, procurement and delivery of biomedical equipment and services in accordance with policies, guidelines and standards.

- Technical advice/information provided

KEY RESPONSIBILITY AREAS:
Management / Administrative Responsibilities
- Directs the alignment of the Branch’s corporate/operational plans and budget with the Ministry’s strategic objectives and priority programmes;
- Maintains mechanisms to effectively coordinate the alignment of plans, programmes and projects of the Ministry and its departments and agencies in order to ensure a cohesive and complimentary execution of policy and programme initiatives;
- Participates in and coordinates the development of the strategic direction of the Ministry;
- Prepares and submits performance and other reports relating to the achievement of targets for the ministry as required and ensures timely submission of all documents/information requested from the Branch;
- Develops Individual Work Plan based on strategic alignment with MOFPS’s Operational Plan;
- Establishes and maintains various Biomedical Engineering Committees that reviews emerging issues and makes recommendations for the implementation of improved procedures and systems;
- Represents the MOHW at sittings of the Public Administration and Appropriations Committee (PAAC)/Public Accounts Committee (PAC), meetings, conferences and other for a as needed;
- Prepares reports and project documents as required;
- Prepares and delivers presentations related to Biomedical Engineering as needed;
- Sets and approves customer service principles, standards and measurements;
- Identifies and incorporates the interests and needs of customers in business process design
PERFORMANCE STANDARDS

- Biomedical equipment documentation i.e. operations and service manuals guided in keeping agreed standards and timeframes;
- Wide ranging in-house biomedical engineering training and development programmes reviewed and approved in accordance with established guidelines and agreed timeframes;
- Quality management system for the entire biomedical engineering function developed and implemented in accordance with established guidelines and agreed timeframes;
- Monitoring and evaluation approaches geared at tracking policies, procedures, equipment and systems performance designed and implemented in accordance with established guidelines and agreed timeframes;
- Technical advice and recommendations provided are sound and supported by qualitative/quantitative data;
- Cabinet Submissions, policy/programmes recommendations and briefs or position papers on technical matters are appropriately prepared and submitted within the required timeframes;
- Reports are comprehensive, accurate and submitted within the required timeframes;
- Stakeholder Relationships established and maintained in a harmonious and productive manner;
- Annual/Quarterly/Monthly performance reports are prepared in accordance with agreed format, are accurate and submitted on time;
- Individual Work Plans developed in conformity to established standards and within agreed timeframes;
- Staff Coaching and Appraisals completed and submitted in accordance to agreed timeframe and standards;Confidentiality, integrity and professionalism displayed in the delivery of duties and interaction with staff
MINIMUM REQUIRED EDUCATION AND EXPERIENCE
- Master’s degree in Biomedical Engineering, Engineering, Applied Sciences, Health Technology or equivalent discipline;
- Certification in Leadership and Change Management;
- Five (5) years’ experience in Biomedical Engineering, Engineering or a related area in the private or public sector, with at least three (3) at a senior management level.
OR
- Bachelor’s degree in Biomedical Engineering, Engineering, Applied Sciences, Health Technology or equivalent discipline;
- Certification in Leadership and Change Management;
- Eight (8) years’ experience in Biomedical Engineering, Engineering or a related area in the private or public sector, with at least five (5) at a senior management level.
