Programme Coordinator (Prevention) (GMG/SEG 4) (Band 10) (Vacant)

(Salary: $6,333,301.00 per annum)

 

JOB PURPOSE

 

Reporting to the Senior, Medical Officer the incumbent is responsible for Developing and leading the implementation of Prevention Programmes including related Enabling and Human Rights related issues in alignment with the goals and objectives outlined in the Strategic Plans for HIV, Sexually Transmitted Infections, and Tuberculosis, and the Ministry of Health and Wellness’ Strategic Business Plan.

 

KEY OUTPUTS

  • Strategies, protocols and guidelines for reaching target populations with prevention interventions developed 
  • Framework and technical guidance provided for the development of prevention work plans for prevention programme implementers. 
  • Targeted communication strategies developed for HIV, sexually transmitted infections and tuberculosis in accordance with Strategic Plans for HIV/STI/TB, and the Ministry of Health Wellness’ Strategic Business Plan 
  • Annual Prevention Operational Plan developed and implemented 
  • Annual Prevention work plans for direct reports developed and implemented 
  • Routine and adhoc reports as required by the GoJ and donor agencies completed. 

 

Key responsibility areas INCLUDES:

  1. Management / Administrative Responsibilities 
  • Provides leadership to a team of professional and support staff including performance evaluation of team members.
  • Oversees consultancy contracts with various service providers and partners and ensure quality outputs and efficient use of funds. 
  • Oversees timely preparation and submission of activity and financial reports of the overall prevention programme. 
  • Coordinates with the Senior Medical Officer to ensure that administrative, financial, and technical support are provided for the achievement of programme results.

 

  1. Technical Responsibilities 
  • Manages HIV/STI/TB prevention programme development and implementation.
  • Ensures quality control in achieving results of the overall prevention programme plans.
  • Leads the development and implementation of capacity/needs assessments for prevention programme implementers including the Regional Health Authorities.
  • Provides technical guidance in policy formulation for improved access and quality of Prevention, Treatment and Care Services for HIV/STI/TB. 
  • Provides technical guidance in the national strategic planning processes for HIV/STI/TB based on evidence gathered during implementation.
  • Guides collection, analysis and synthesis of research and other information to monitor programmes and responses within the country, especially for key and vulnerable populations. 
  • Manages the development of the prevention HIV/STI/TB operational plans.
  • Provides technical guidance in the preparation, procurement, and execution of studies and other programmatic research activities. 
  • Develops terms of references and provide technical support for relevant prevention/behaviour change consultancies.   
  • Ensures that programmes are implemented according to the specific guidelines and standard operating procedures (SOPs). 
  • Manages the technical evaluation of project proposals to arrange for their execution by following all procedures for award of contracts.
  • Provides technical guidance to national implementing partners to develop effective linkages, integration and mainstreaming of HIV/STI/TB within broader Sexual Reproductive Health, primary health care, and other relevant health programmes.
  • Develops and build strategic partnership and maintain a good relationship with government counterparts, civil society partners, international development partners, donors and key stakeholders.
  • Identifies and share best practices in the implementation and management of HIV, sexually transmitted infections and tuberculosis projects at the local level.

 

  1. Human Resource Management Responsibilities 
  • Monitors and evaluates the performance of direct reports, prepares performance appraisals and recommends and/or initiates corrective action where necessary to improve performance and/or attaining established personal and/or organizational goals.
  • Participates in the recruitment of staff for the Unit and recommends transfers, promotion, termination and leave in accordance with established Human Resource policies and procedures.
  • Collaborates with the Division in developing and implementing a succession planning program for the Unit to facilitate continuity and the availability of required skills and competencies to meet the needs of the Unit. 
  • Provides leadership and guidance to direct reports through effective planning, delegation, communication, training, mentoring and coaching.
  • Guides the welfare and developmental needs of staff in the Unit are clearly identified and addressed.

  • The incumbent may, from time to time, be assigned duties not specifically outlined within the job description but are within the capacity, qualifications and experience normally expected from a person occupying this position.

Minimum Required Education and Experience  

  • Master’s Degree in Behaviour Change Communication, Public Health, Sociology, Social Anthropology or relevant Social Sciences. 
  • At least 5 years’ management experience with public health programs, preferably in the field of HIV, sexual and reproductive health, including experience with Bilateral and Multilateral Projects for at least two (2) years.
  • Sound Knowledge of financial procedures.
  • Experience with Non-Governmental Organizations (NGOs and INGO) and development aid.
