National Programme Administrator (GMG/SEG 3) (Band 9) (Not Vacant) – One (1) Position

(Salary Scale: Min: $5,198,035.00 per annum)

JOB PURPOSE

The National Programme Administrator, will support Senior Medical Officer in conducting monitoring and coordinating activities of the Unit.

KEY OUTPUT

  • Monthly/Quarterly/Annual/Ad Hoc reports prepared

  • Reporting requirements relevant to the HSTU-related projects are met.

  • HSTU Operational Plan compiled and submitted

  • HSTU Operational Plan implementation monitored and reported

Key responsibility areas INCLUDES:

Management / Administrative Responsibilities

  • Develops Individual Work Plans based on alignment to the overall plan for the section;

  • Participates in meetings, seminars, workshops and conferences as required

  • Organize and Coordinate meetings as required;

  • Prepares reports and programme documents as required

  • Coordinate the development of the Annual Work-Programme for the sub-units for Tuberculosis, STIs and HIV/AIDS

  • Monitor HSTU work plan activities by assisting in the initiation of activities, liaising with the sub-units and following up on decisions taken.

  • Ensure effective and efficient administration of the roles and function of the HSTU through the provision of support services related to the implementation of the programmes.

  • Ensure effective program management, planning and coordination of the activities associated with the HSTU

  • Develop terms of references (TORs) for consultancies and templates.

  • Manage and monitor all contracts, ensuring timely submission of deliverables.

  • Liaise with programme stakeholders (i.e. JCCM, UNICEF, Private and Public Sector, MOFPS, JCCM, RHA and NGO community, NACB, etc), ensuring timely, accurate and appropriate information flow between the Ministry and stakeholders.

  • Support the monitoring, supervision and reporting procedures for the implementation of activities under the National Strategic Plans (NSP) for HIV, STI and Tuberculosis.

  • Participate in the writing of periodic and adhoc reports on project and programme issues for submission to Ministry of Health and Wellness, Government of Jamaica and Donor Agencies.

  • Monitor the Unit’s projects and on-going programme as required

  • Provides updates for the Ministry’s Operational Plan, Programmes and Projects as required

  • Assess correspondences and bring problems and potential barriers to effective implementation to the attention of the SMO, together with proposals for corrective action as judged appropriate.

  • As directed, communicate decisions as emanated from the Ministry’s Senior Management and the SMO to the relevant personnel and putting in place mechanisms for monitoring of the implementation of these decisions and for follow-up action where appropriate.

  • Ensures that there is no delay in the complete and accurate transmission of information to all relevant persons;

  • Performs any other related duties as assigned

Human Resource Management

  • Contributes to and maintains a system that fosters a culture of teamwork, employee empowerment and commitment to the Division’s and organization’s goals;

  • Assists with the preparation and conducts presentations on role of Unit for the Orientation and Onboarding programme;

  • Provide oversight to the Programme Administrators

Other Responsibilities

  • The incumbent may, performs other related functions assigned from time to time by the Senior Medical Officer, HIV/STI/TB Unit, Ministry of Health and Wellness (MOHW), not specifically outlined within the job description but are within the capacity, qualifications and experience normally expected from a person occupying this position.

PERFORMANCE STANDARDS

  • Key outputs/deliverables are produced within agreed time frames to the required standards.

  • Individual Workplan is prepared within the established format and time frame and supports the strategic objectives of the component.

  • Reports submitted as per the relevant timelines

Minimum Required Education and Experience

  • Bachelor’s Degree in Administrative Management, Business Administration or Management

  • Five (5) years’ professional experience in the related field

OR

  • Masters in Administrative Management, Business Administration or Management

  • Three (3) years’ professional experience in the related field
