JOB PURPOSE

Under the general leadership and direction of the Principal Director – Information Systems for Health (IS4H), the Director, Health Informatics is responsible for providing strategic direction in the development of digital health strategies, programmes and solutions that are engraved in sound clinical participations and assurance that are driven by data protection/privacy regulations.

KEY RESPONSIBILITY AREAS

Technical/Professional Responsibilities

  • Directs the development of strategic evidence-based advice and recommendations to the Senior Executives to shape the MOHW’s programme for legislative review, policy development and implementation relating Health Informatics/Digital Health matters;
  • Leads and directs a team of Health Informatics professionals in prioritization, development, implementation and review of Digital Health programmes/projects/policy development activities and initiatives to effectively deliver GOJ’s strategic policy direction;
  • Directs the prioritization and implementation of Clinical/Health Informatics and Data Protection/Privacy/Digital policy research and analysis activities to identify, evaluate and critically analyse highly complex and politically sensitive issues and concerns affecting policy outcomes to deliver effective policy resolutions;
  • Provides stewardship and tactical advice to direct policy/programme/project proposals and initiatives through parliamentary processes;
  • Participates in strategic planning activities related to Health Informatics and e-Health policy and strategy development;
  • Participates in the development and implementation of a change management programme, including change plan and strategy that supports transition to a fully modernized and digital health informatics/ICT environment;
  • Directs the development, implementation and maintenance of a strategic approach to engaging clinicians and other health professionals within the Jamaican healthcare system, and across the broader health landscape, to provide input into the planning, design, implementation and ongoing delivery of digital/ICT systems and strategies;
  • Directs the development of Health digital transformation strategy and planning across the Jamaican Healthcare sector and related stakeholders;
  • Leads the promotion of long-term digital transformation and information technology leadership and ownership in the GOJ;
  • Leads the design and implements National Digital Health Programme, Plan and Solutions for operationalization at various stages of the Jamaican healthcare system;
  • Champions the use of design processes and assurance in the development and enhancement of ICT systems to ensure that the needs of users shape the systems’ functionality and user interface, and that digital/ICT systems support patient safety;
  • Lead the MOHW’s Clinical/Health Informatics/e-Health approach to safety and quality in the use of digital/ICT systems, including overseeing frameworks, strategies and processes for the safe design and use of digital/ICT systems within the Jamaican Healthcare system;
  • Directs the monitoring and reporting on performance outcomes for the Digital Health Programmes ensuring optimal delivery and alignment with the related plan;
  • Develops and maintains effective, collaborative and influential relationships and networks across the health sector, obtaining cooperation and buy-in of key stakeholders to successfully lead and influence change across multiple disciplines, within a complex and federated organisational environment;
  • Works within an environment where technologies are subject to rapid evolution and change and being able to easily address new challenges and issues that are often without precedent in a timely and customer centric manner;
  • Directs the overall management for the research, development and implementation of Data Protection and privacy policies and procedures in support of Health Informatics/e-Health;
  • Directs the research, design and implementation of Data Protection/Privacy Governance Frameworks and strategies to manage the use of health informatics and e-health data in compliance with the requisite standards and guidelines;
  • Directs the design, implementation and monitoring of robust and comprehensive Data Quality and Protection controls across the MOHW that supports the Information Systems for Health functions;
  • Monitors development and changes to Jamaican data protection and privacy laws; and makes recommendations to the Data Privacy and Information Governance to bolster processes and systems concerning Information Systems for Health;
  • Influences key internal and external executives/leaders to champion and deliver change strategies and initiatives to support Health Informatics and e-Health projects/initiatives;
  • Provides technical direction, coaching and peer review to the team, and implements developmental strategies to build capability and capacity to deliver quality policy/programme/project analysis and development needs into the future;
  • Directs the collaborations with internal and external Information Security functionaries to raise stakeholder awareness of data privacy and security issues concerning the health sector;
  • Keeps abreast of Information Systems for Health Informatics and Data Protection initiatives to ensure adherence to international standards and competitiveness.

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE  

  • Master’s degree in Public Policy, Management Information Systems/ICT, Management Studies, Business/Public Administration, Public Sector Management or equivalent discipline;
  • Certification in Leadership and Change Management;
  • Seven (7) years’ experience Public Policy/Analysis, Programme/Project Management or related area in the private or public sector, with at least four (4) at which at a senior management level.
