JOB PURPOSE
The National Programme Administrator will support the Director Treatment Care and Support in conducting, monitoring and coordinating all activities of the treatment, care & support component.
KEY OUTPUTS
- Monthly/Quarterly/Annual/Ad Hoc Reports submitted
- Reporting requirements relevant to the projects are met.
- Adequate supplies are in stock
- Service contracts are updated and machines are functional
- Site Visit Reports submitted
- Meetings attended
KEY RESPONSIBILITY AREAS
- Act as a focal point for support and guidance for Treatment, Care and Support component.
- Assist in the development and implementation of all Treatment, Care and Support activities.
- Improve linkages between the health care system and the National HIV Programme.
- Assist with the development and implementation of centralized and decentralized programmes e.g. HIV Drug resistance, PITC.
- Oversee all linkage, retention and LTFU activities.
- Attend monthly/quarterly/annual meetings/conferences/workshops and special sessions (international and local) as required of Parish and Regional HIV Programme Personnel
- Prepare monthly/quarterly/annual/ad hoc quantitative and qualitative reports and submit to Director Treatment, Care and Support.
- Oversee and assist with the collection, compilation of all associated data in collaboration with the Parish and Regional teams.
- Provide technical guidance to the Regional Treatment Care & Support Officers
- Manages the procurement of viral load, CD4, infant formula, DNA PCR tests and HIV drug resistance reagents and supplies
- Manages the service contracts for viral, CD4 and HIV drug resistance machines
- Participate in treatment site audits
- Track/monitor HIV Exposed Infants & Syphilis Exposed Infants
- Monitors monthly Regional TCS reports
OTHER RESPONSIBILITIES
Performs other related functions assigned from time to time by the Director Treatment Care and Support, HIV/STI/TB Unit, MOH. Supervise the four (4) regional TCS Officers.
PERFORMANCE STANDARDS
Key outputs/deliverables are produced within agreed time frames to the required standards.
- Individual Workplan is prepared within the established format and time frame and supports the strategic objectives of the component.
- Reports submitted as per the relevant timelines
REQUIRED COMPETENCIES
Understanding of the Grant/MOH system for reporting and monitoring;
- Highly organized;
- Ability to draft well-written correspondences;
- Analytical thinker with strong written and verbal communication skills;
- Ability to work under tight deadlines.
- Proficiency in the use of relevant computer applications.
- Possess excellent oral and written skills
- Have good interpersonal skills
- HIV/AIDS knowledge and experience managing HIV/AIDS patients would be an asset.
REPORTING RELATIONSHIP
Reports directly to the Director, Treatment, Care and Support.
MINIMUM REQUIRED EDUCATION & EXPERIENCE
- Bachelor’s Degree Social Sciences
- Masters’ in Public Health would be an advantage
- Have at least 5 years field experience in HIV
SPECIAL CONDITIONS ASSOCIATED WITH THE JOB
- May be required to work beyond normal working hours in order to meet deadlines
- Exposure to highly confidential and sensitive information
