The Ministry of Health and Wellness now invites bids from eligible and qualified firms to provide consultancy services to develop a basic social marketing campaign to address the knowledge gap about the efficacy of Antiretroviral Therapy (ART) and by so doing, increase social support at the societal level for the National Policy for the Management of HIV and AIDS (PLHIV) through stigma and discrimination reduction.
Bidding will be conducted through the National Competitive Bidding (NCB) Procedures specified in the Government of Jamaica procurement policies.
Eligibility Requirements:
- Valid Tax Compliance Certificate (TCC)
Bidders must submit their bid in accordance with the instructions and requirements stipulated in the Standard Bidding Document.
Tender submissions that do not comply with the requirements will be deemed non-responsive.
Qualifications and Experience:
- 3-5 years of operating as a marketing/communications consulting firm with proven track record.
- Team lead should possess at minimum a First Degree in media and communications, marketing, social sciences or related fields
- Team Lead will be responsible for coordinating the team, communications with the NFPB and the overall direction, quality and timeliness of all outputs.
- Team members should possess at minimum certification or associate degrees in related fields and at least 1-year experience.
- Team should consist of experienced graphic designer with background in advertisement and keen sense of how to communicate core messages effectively through images and graphic design.
- Team should consist of experienced video/audio editor, preferably with ability to implement animations.
- Experience in development of health communications messages would be an asset.
- Working knowledge of issues around HIV-related Stigma and Discrimination, HIV Prevention, Treatment and Care would be an asset.

No offline (hard copies) will be accepted and there will be no physical drop box for drop-off of tender documents.
