Programme Development Officer – Cancer (HPC/MO 4) (contract)

JOB PURPOSE

Under the general direction of the Director, Non-communicable Disease and Injury Prevention will provide technical support to the Screening and Integrated Disease Management component of the Non-Communicable Disease Prevention and Control Programme (Cancer).

• Strategies developed and implemented

• Individual Workplan & Workplan Reviews prepared and submitted as agreed

 

KEY RESPONSIBILITY AREAS INCLUDES:

• Assist in the development and implementation of the Integrated Disease Management component of the Non-Communicable Disease prevention and control Programme (Cancer).

• Develop/update periodically norms, standards and protocols for the management of Cancer with a focus on screening

• Coordination a comprehensive screening programme for Cancer with focus on priority cancers (breast, cervical, colorectal, prostate)

• Assist in the re-orientation of the health services using the Integrated Disease management approach to support the improvement in the management of Cancer.

• Strengthen programming for the management of Cancer with a focus on screening

• Monitor commodities for the management of Cancer with a focus on screening

• Facilitate and conduct training of health staff as indicated

• Prepare work plans and report

• Provide technical assistance to the RHAs

• Improve linkages between the health care system and the National Non-Communicable Disease Prevention and Control Programme with specific focus on Cancer.

• Assist with quality improvement initiatives.

• Utilizes evaluation and research findings when making recommendations for the development and implementation of Non-Communicable Disease and Prevention and Control programmes with specific focus on Cancer.

• Schedule and conduct quarterly audits of the management of Cancer with a focus on screening.

• Liaise with public /private sector agencies involved in programme as necessary to meet programme objectives.

• Any other related duties assigned

• Attend monthly/quarterly/annual meetings/conferences/workshops and special sessions (international and local) as required

• Prepare monthly/quarterly/annual/ad hoc quantitative and qualitative reports, briefs and submit to Director, Non-communicable Diseases and Injury Prevention.

• Oversee and assist (where necessary) with the collection, compilation of all associated data in collaboration with the Parish and Regional teams.

• Prepares an individual workplan annually and submit quarterly reviews

• Any other duties as requested.

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

• A Medical degree from a recognized institution

• A Master of Public Health degree from a recognized institution

• A minimum of four years post-graduate experience in Public Health

• A minimum of five years clinical experience in the health sector

• Specialisation in Family Medicine or Internal Medicine would be an asset

• Experience in primary health care is an asset.
