JOB PURPOSE
To develop and execute policies and programmes designed to promote a high level of environmental health decision-making in Jamaica. Provide direction and management for the governance of the Institutional Health Programme. Provide technical advice to the Director Environmental Health Unit, the Regional Health Authorities and other stakeholders on environmental public health matters.

KEY RESPONSIBILITY AREAS INCLUDES:
• Formulates a national institutional health plan and develops programmes to ensure that the institutions are safe for human habitation
• Provides technical advice on Institutional Health
• Represents the Ministry at regional and international conferences and symposia
• Develop operational plan, budget and work plans, for the Institutional Health programme.
• Prepares technical reports on Institutional Health
• Develops and provide strategic direction for the Institutional Health programme
• Develops guidelines, inspection tools and standard operating procedures (SOP’s) for Institutions
• Develops specific guidance documents for the prevention and control of Institution Acquired Infections (IAI) and communicable diseases
• Interprets regional and international agreements on Institutional Health
• Guides inter-sectoral cooperation between the Ministry of Health and Wellness and other Ministries, Department, Agencies (MDA’s) and other public and private entities on institutional health matters.
• Monitors the activities of the Regional Health Authorities (RHAs) in the implementation of Institutional Health programmes and provides the Director, Environmental Health with reports/updates
• Collaborates with the Standards and Regulation Division in developing norms and protocols for licensing, inspecting and certifying of respective institutions that require such (Nursing Homes, Medical complexes, etc.)
• Develops criteria for classifying institutions based on the dangers they pose to public health and safety
• Interfaces with consultants to the Ministry on institutional health matters and provides technical reviews of reports submitted by them.
• Develop related policies and guidelines regulating the of these facilities
• Identifies training needs and assists with the development of training programmes
• Performs other duties and responsibilities as may be determined by the Director Environmental Health from time to time
MINIMUM REQUIRED EDUCATION AND EXPERIENCE
• Bachelors Degree in Environmental Health or Equivalent
• Diploma in Public Health
• Masters Degree in Public Health or Equivalent
• Minimum of five (5) years working experience in Institutional Health Management – or
• Minimum of ten (10) years working experience in Environmental Health
