Terms of Reference – Consultant Laboratory Information Management System Project Manager

1       Background

The Ministry of Health and Wellness (MOHW), Government of Jamaica, is the pre-eminent Government organization whose mandate is “To ensure the provision of quality health services and to promote healthy lifestyles and environmental practices”.  The leadership of the MOHW approved the implementation of Senaite Laboratory Information Management System (LIMS) in collaboration with NARALabs, a company specialized in SENAITE Laboratory Information Management System (LIMS).   Over a period of approximately three years, the MOHW will implement Senaite LIMS in public hospitals and large health centers. A minimum of eight (8) health facilities are targeted each year.

The MOHW is therefore seeking to engage a Consultant Laboratory Information Management System Project Manager to lead and coordinate the implementation of the Senaite LIMS at selected public sector health facilities in Jamaica.

Scope of Work

1.1      Activities

The Consultant will be expected to perform the following activities:

1. Collaborate with NARALABS to document the steps in the processes required to prepare for the implementation of Senaite LIMS at five (5) selected health facilities.
2. Collaborate with stakeholders and subject matter experts to share and validate the documented processes required to prepare for the implementation of Senaite at the selected sites.
3. Manage the technical processes including the development and documentation of the detailed interface specifications, and coordinate with vendors/representatives of target systems/analyzers to secure technical review and approval of the specifications.
4. Manage the establishment and configuration of the Senaite LIMS
5. Manage the configuration of the application (with Excel Spreadsheet “setup file” with Public Lab/Regional Lab/client) and validate information from previous Senaite LIMS implementations such as Lab test performed, normal range, results, and include all client contact information to be provided by the sites.
6. Manage the configuration and setup of backups, email, and security certificate for production use.
7. Manage the installation of barcode and laser printers and accessories.
8. Manage the configuration of the secure network connection.
9. Manage the configuration of users and their access levels to the system.
10. Collaborate with vendors/representatives of target systems/analyzers to ensure the development, testing and implementation of defined interfaces in accordance with approved specifications.
11. Collaborate with stakeholders and vendor representatives to develop a sustainable support model for ongoing management, issue resolution and changes related to the implemented interfaces.
12. Transfer knowledge and train local stakeholder representatives to enable ongoing support of interfaces.

1.2      Deliverables

The consultant will be expected to develop the following deliverables based on conducting the above activities:

1. Development of Work plan in addition to the review, updating and maintenance of the following project documentation to ensure they are kept current with the status and direction of the project
2. Project Plan that details the key activities, timelines and roles and responsibilities for conducting the defined activities and deliverables.
3. Technical Document that includes the application file, interface specifications for target systems/analyzers, development, testing and implementation.
4. Testing Plan that defines the testing methodologies, activities, roles and responsibilities, and test cases to ensure that the implemented interfaces perform according to the specifications and meet industry quality and safety standards.
5. Training and Knowledge Transfer Plan that describes how local resources will be trained to manage and support the interfaces.
6. Support and Maintenance Plan that describes how the interfaces will be supported on an ongoing basis, including roles and responsibilities for local stakeholder representatives and vendor representatives.
7. Complete the SENAITE LIMS implementations in the Laboratories at at Bustamante Hospital, Spanish Town Hospital and Cornwall Regional Hospital
8. Implement SENAITE LIMS at Mandeville and May Pen Hospitals
9. Update and maintain the following project documentation to ensure they are kept current with the status and direction of the project
10. Fully implemented and validated interfaces between instruments that support ASTM or HL7 and the SENAITE.LIMS system.
11. Implement the recommendations of the Training and Knowledge Transfer Plan
12. Implement the recommendations of the Support and Maintenance Plan
13. Final Project Report.

Candidate must attain a minimum mark of 70 to be considered
