The Government of Jamaica has received financing from the Inter-American Development Bank (IDB) toward the cost of the Support for the Health Systems Strengthening for the Prevention and Care Management of Non- Communicable Diseases Programme and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) entails the management/overseeing, monitoring and coordinating the activities of the third party organization relating to the implementation of the MOH ICT infrastructure including data centre servers, health facilities survivable servers and applications. The assignment is for twelve (12) months.
The Ministry of Health and Wellness now invites eligible individual consultants to indicate their interest in providing the Services. The requirements are:
- Bachelor’s Degree in Computer Science, Management Information Systems or a related discipline; and
- Five (5) years related experience, with at least three (3) years in a System Administrator role.
The attention of interested Consultants is drawn to paragraph 1.9 of the IDB’s: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-9, March 2011, setting forth the IDB’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the IDB’s Policies.

Terms of Reference For IS4H ICT Systems Administrator / Coordinator
PROJECT BACKGROUND
The Government of Jamaica has received two loans from the Inter-American Development Bank (IDB) to support the Health Systems Strengthening for the Prevention & Care Management of Non- Communicable Diseases (NCD) Programme.The programme objective is to improve the health of Jamaica’s population by strengthening comprehensive policies for the prevention of Non-Communicable (Chronic) Diseases (NCDs) risk factors and improved access to an upgraded and integrated primary and secondary health network in prioritized areas with an emphasis on chronic disease management, that provide more efficient and higher quality care. This is a hybrid programme with a policy-based operation – a programmatic policy-based loan series (PBP) and an investment loan that will invest in the physical infrastructure and equipment of Jamaica’s health sector.
The Policy-Based Loan will look at policies that will consolidate regulatory measures to address the preventable causes of NCDs and to reorient health systems to address prevention and control of NCDs through a people-centred primary health chronic care model. The Investment Loan, in turn, will finance activities to consolidate integrated health networks and improve the management, quality and efficiency of health services. The Policy Based Loan will benefit the Jamaican population at-large, while the Investment Loan will have approximately 800,000 potential direct beneficiaries who reside in the catchment areas of the health services networks that will receive investments.
The Investment Programme being implemented by the Ministry of Health and Wellness (MOHW) has two (2) major components and an allocation to support programme administration and evaluation:
Component 2 – Improvement of Management, Quality and Efficiency of Health Services
This component will provide technical assistance to design and implement the Chronic Care Model (CCM) in the participating health services networks; to review and develop care pathways and protocols; and to prepare change management, continuous quality improvement and social media marketing for behaviour change strategies. It will also finance the implementation of the fourth Jamaica Health and Lifestyle Survey. This component will further support:
- the creation of a strong foundation for a digital health ecosystem, including the adoption of standards for interoperability, system architecture, updated governance structure, and other key elements;
- the design and implementation of a sustainable Electronic Health Record (EHR) platform focusing on digitalization of key processes within the improved CCM;
- the strengthening of telehealth/telemedicine/telementoring capacity to include chronic care management, and the establishment of norms and processes for its institutionalization.

INTRODUCTION
The Ministry of Health and Wellness (MOHW) will be implementing an island-wide ICT networking infrastructure across four regions within 107 health facilities – 24 hospitals and 83 primary care centres. The networks will facilitate the transmission and services of a national Electronic Health Record (EHR) platform through two (2) data centres, one at the eGov and the other at the MOH Mandeville Regional Office. A number of systems generating patient data from several data sources including images, lab systems, etc. will be needed to aggregated at these facilities and data centres.
The MOHW ICT Infrastructure – managed services will encompass the installation and implementation of LAN, WAN, Wireless connectivity and user workstations including desktop and laptop computers, and tablets at the health facilities and two (2) data centres. It is critical that the facilities have uninterrupted and available network services between the health facilities and data centres.
The MOHW is currently in the process of identifying a third party organization to provide managed services for this island-wide ICT infrastructure – managed services initiative.
OBJECTIVE
To manage/oversee, monitor and coordinate the activities of the third party organization relating to the implementation of the MOH ICT infrastructure including data centre servers, health facilities survivable servers and applications.
SCOPE OF WORK
- Develop monthly and period progress reports
- Coordinate the activities relating to the implementation of a MOH ICT Data Centres design and implementation including virtual servers, database systems, applications, UPSs, backup hardware and other hardware and services;
- Performs data centre server services monitoring, analysis, proactive problem resolution and complex problem analysis as necessary;
- Analyse operational risk and improves availability for server services access, monitoring, control, evaluation and documentation practices;
- Ensure operational tasks are performed reliably and consistently to reduce the risk of unplanned outages;
- Evaluates hardware and software solutions implemented;
- Establishes procedures that facilitate optimal system restoration;
- Analyses logs and problem records to assist with problem resolution and increased availability;
- Monitors and reports on the performance of the MOHW ICT data centre and server infrastructure and highlight non-compliance to inform the development of improved practices and processes;
- Identifies and plans for data centre services process improvement initiatives in keeping with the mandate of the MOHW.
CUSTOMER SERVICE RESPONSIBILITIES
- Maintains customer service principles, standards and measurements;
- Identifies and incorporates the interests and needs of customers in business process design;
- Ensures critical success factors are identified and meets expectations;
- Prepares quarterly Customer Service reports in accordance with established standards.
OTHER RESPONSIBILITIES
- Performs all other duties and functions as may be required by the IS4H Project Lead and ICT Lead from time to time.
PERFORMANCE STANDARDS
- Integrity and accuracy of data centre infrastructure and services are maintained in accordance with established guidelines, resources and timeframes;
- Daily usage of the DC and database systems monitored, and back-ups supervised in keeping with MOHW ICT principles, practices and timeframes;
- Systems and data centre services monitored and analyzed within established guidelines, resources and timeframes;
- Technical advice and recommendations provided are sound and supported by qualitative/quantitative data;
- Reports are evidence-based and submitted in a timely manner;
- Confidentiality, integrity and professionalism displayed in the delivery of duties.

KEY DELIVERABLES
Work Plan – This defines in detail the activities and timelines to accomplish the scope of work and deliverables.
Test Plan – This defines in detail, in accordance with the MOH requirements, the testing methodologies, activities, roles and responsibilities, and test cases to ensure the successful implementation of the ICT Infrastructure and Manages Services implemented by a contractor (to be named).
Monthly Analyses and Progress Reports – This will outline the key performance indicators (KPIs) reports, next steps and challenges that will affect the implementation, software and applications installations, and recommendations for a successful implementation.
Final Report – This will define the consultants final report highlighting the nature of the work undertaken noting the level of success and constraints, and lessons learnt during the process.

REPORTING
The consultant will report to the IS4H ICT Lead, MOHW or other officer as delegated.
