Terms of Reference Data Coordinator HIV/STI/Tb Unit

JOB PURPOSE

The Ministry of Health is undertaking a behavioral and biological surveillance survey (BSS) to provide important information about the risk of HIV and inform prevention, care, and treatment programs in these groups. This activity will be conducted using respondent driven sampling (RDS) methodology, a chain-referral, probability-based sampling method designed to reach hidden populations.

The Data Coordinator will oversee all data managent activities and provide IT support in the execution of the project.

 

KEY OUTPUTS

  • RDS database maintained and updates provided weekly and upon request.
  • Reporting requirements relevant to the projects are met.

 

RESPONSIBILITIES (TECHNICAL/ADMINISTRATIVE/PROFESSIONAL)

  • Support the development and maintenance of data collection instruments (e.g., computer-assisted personal interviews) and databases
  • Work closely with study site staff to ensure data are being collected, entered, and stored efficiently and effectively
  • Manage all databases, including RDS coupon database, survey-related database
  • Oversee data transfers from all study sites and compile data within the warehouse at central office
  • Manage daily data backup at central office and other data security procedures
  • Conduct weekly data checks for completeness and consistency
  • Provide RDS data monitoring reports to study investigators and project manager, at least weekly or upon request.
  • Assist with data entry, cleaning and preparations for analysis
  • Maintain and troubleshoot the IT infrastructure – servers, computers, technical issues at remote study sites

Performs other related duties as assigned by study coordinator.

  • Key outputs/deliverables are produced within agreed time frames to required standards.
  • Research data collected, entered and stored effectively
  • Data backup conducted daily

 

REQUIRED COMPETENCIES

  • Good understanding of government management regulations at all levels.
  • Ability to work in a team.
  • Must be confidential
  • Strong trouble-shooting and organizational skills
  • Good interpersonal and communication skills
  • Proficiency in the use of relevant computer applications.

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree or higher in biostatistics, computer science, health sciences or other related discipline, or equivalent qualification and experience
  • Demonstrate strong proficiency with hardware and software systems used in research data management, including Microsoft Office (Excel, Access), SPSS, STATA or SAS. Knowledge of RDSAT software is advantageous.
  • A minimum of 3 years of work experience in database design and/or management

 

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB

  • Maybe required to work beyond normal working hours in order to meet deadlines.
  • Will be required to travel island wide to execute job functions
  • Exposure to highly confidential and sensitive information

 

REPORTING RELATIONSHIP

  • The Officer will work closely with the study investigators and report directly to the Study Coordinator
