Dr. Winston De La Haye is a Consultant Psychiatrist specializing in Addiction Psychiatry. He completed his MD (Cum Laude) at the University of Pecs, Hungary, his Postgraduate Degree in Psychiatry at The University of the West Indies, his Masters in Public Health (Hons.) at the Johns Hopkins University and a Fulbright Fellowship in Substance Abuse at the Johns Hopkins University. For the last 13 years he has been a Lecturer in Psychiatry at The University of the West Indies, Mona, Jamaica, and Clinical Director of the Addiction Treatment Services Unit at the University Hospital of the West Indies. He is a Hemispheric and Global Master Trainer of Trainers in the Treatment of Substance Use Disorders at the OAS CICAD/International Centre for Credentialing and Education of Addiction Professionals (ICCE).
Dr. De La Haye is also a Past President of the Medical Association of Jamaica, Past President of the West Indies Group of University Teachers, Mona and a former Captain in the Jamaica Defense Force. He is the Chairman of the Bellevue Hospital Board of Management, Chairman of the Board of Supervision, Deputy Chairman of the Jamaica National Council on Drug Abuse, a Director of the Cannabis Licensing Authority and Member of the University Hospital Board of Management.
Dr. De La Haye is known to be patient focused in his approach to health care. He brings to the MOH a long history of leadership, excellent organizational skills, team work and ability to motivate his colleagues. He is married to Child Psychiatrist, Dr. Gillian Lowe, with 3 children between them.
